Refurbishment and upgrading works of West Kowloon, Island West, and Island East refuse transfer stations commenced smoothly (with photos)

The EPD today (August 31) held a ceremony for the West Kowloon Transfer Station Second Follow-On Contract and the Island West and Island East Transfer Stations Second Follow-On Contract. The contract was won by the China Harbour Engineering Company Limited (CHEC) under the China Communications Construction Company Limited, which is the first Mainland Chinese enterprise that successfully secures a waste management facility contract on a wholly-owned basis in Hong Kong.
Addressing the ceremony, the Director of Environmental Protection, Dr Samuel Chui, said, "The West Kowloon Transfer Station (WKTS), the Island West Transfer Station (IWTS), and the Island East Transfer Station (IETS) have been smoothly handed over to the CHEC for operation on June 19 and 30. Upgrading works will also be carried out progressively in the coming years. As a wholly owned subsidiary of the large-scale Mainland enterprise China Communications Construction Company Limited, the CHEC has extensive experience in infrastructure construction. We anticipated that the CHEC will bring a new image and technology to the management and operation of RTS in Hong Kong."
In order to move towards the target of carbon neutrality outlined in the Hong Kong's Climate Action Plan 2050, the EPD incorporated a number of measures in the new contracts with a view to reducing carbon emission during the waste transfer process. These measures include installation of solar power generation facilities in the RTS, use of more energy-efficient waste treatment equipment, and replacement of the old waste container vessels with energy-saving and low emission diesel-electric propulsion container vessels. In addition, the WKTS has also been selected as a pilot site for the introduction of a pure electric-powered container vessel. The upgrading works will enhance the efficiency of RTS and reduce carbon emissions.
The three RTS were completed in the 1990s and have been in operation for over 20 years. Upon completion of the renovation and upgrading works, the waste treatment efficiency and energy efficiency of three RTS will be significantly enhanced. Measures such as more effective ventilation systems, upgraded air-scrubbing units, better vehicle washing facilities and strengthening of the wastewater treatment capability will further improve the environmental performance of the transfer stations. The new designs and landscaping measures for the RTS will also better integrate them into the surrounding environment, aiming to achieve harmonious coexistence with the community. During the works period, the daily waste transfer services at the RTS will be maintained.
In addition to the WKTS, the IWTS and the IETS, the EPD will progressively carry out refurbishment and upgrading works for the other RTS, including awarding the North Lantau Transfer Station and Outlying Islands Transfer Facilities Second Follow-On Contract last month.
