First cohorts of government officers complete Project Delivery Capability Programme (with photos)

     The Centre of Excellence for Major Project Leaders (CoE) under the Development Bureau held the Convocation Ceremony cum Welcome Session 2023 of its Project Delivery Capability Programme (PDCP) today (March 6). 

     The Ceremony was officiated by the Financial Secretary and Honorary President of the CoE, Mr Paul Chan. He congratulated the first four cohorts of graduates on their successful completion of the one-year programme and welcomed the four cohorts of candidates of this year's programme.

     Mr Chan pointed out in his speech that a number of landmark developments, including the Northern Metropolis and the Kau Yi Chau Artificial Islands, are in the pipeline. The Government is committed to developing Hong Kong into a more liveable, sustainable and economically vibrant city. Hong Kong's construction volume (including both public and private sectors) in the medium to long term is anticipated to hit about HK$300 billion a year. With massive investment in future infrastructure and urban development, the Government must use resources more smartly and effectively to take forward these projects.

     Mr Chan encouraged the graduates and the new candidates to tackle the future challenges with innovative minds to enhance public project performance.

     As one of the major programmes of the CoE, the PDCP is designed and delivered by the Hong Kong Polytechnic University with an aim of providing systematic training for mid-tier managers of public works projects in the Government to enhance their professional skills and uplift project delivery capabilities, so as to deliver public works projects with a more innovative mentality and improved leadership skills. 

     Following the Financial Secretary's announcement in his 2022-23 Budget of the proposal to extend the training of the CoE to stakeholders outside the Government, the participants for the new term of the PDCP will include senior professionals from major public organisations with a view to jointly taking forward the long-term major development plans of Hong Kong.
