@ � In the face of the challenges posed by an ageing population, the Government has to be innovative in its thinking and approach in exploring solutions including reviewing existing schemes and exploring new mode of services to ensure effective use of limited resources. Based on the principle of “ageing in place as the core, institutional care as back-up”, we will accord priority to the provision of home care and community care, supplemented by residential care. We will provide additional resources to expand community and home care services, with the aim of achieving zero waiting time.

@ � However, to achieve the ambitious target of “ageing in place”, we need the support from the entire community including our non-government organisations. We are particularly grateful to have St. James’ Settlement working with us closely in the promotion and enhancement of social welfare services in Hong Kong over the past 67 years.
