Senior appointments (with photos)

(a) Mr Donald Tong Chi-keung, Commissioner for Labour, will take up the post of Permanent Secretary for the Environment/Director of Environmental Protection on September 19, 2016, succeeding Ms Anissa Wong Sean-yee, who will retire after over 37 years of service; and
(b) Mr Carlson Chan Ka-shun, Private Secretary to the Chief Executive, will take up the post of Commissioner for Labour on October 6, 2016.
The Secretary for the Civil Service, Mr Clement Cheung, said, "The two appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism in their new posts and lead their departments to rise to the challenges ahead."
On the retirement of Ms Wong, Mr Cheung said, "During her tenure as Permanent Secretary for the Environment/Director of Environmental Protection, Ms Wong has rendered distinguished service to the community. She successfully implemented many measures to improve the quality of air and water in Hong Kong. She also introduced the Producer Responsibility Schemes and other measures for promoting waste reduction and recycling, took forward the construction of waste-to-energy facilities, spearheaded the review of the electricity market and brought welcome changes to energy efficiency and conservation in Hong Kong. I wish her a happy retirement."

Ms Anissa Wong Sean-yee

Ms Wong joined the Government in July 1979 as an Executive Officer, and transferred to the Administrative Service in September 1979. She rose to the rank of Administrative Officer Staff Grade A1 in April 2010. She has occupied key management positions in different bureaux and departments including the former New Territories Administration, the former Housing Branch, the former Education Branch, Lands Department, the former City and New Territories Administration, the former Survey Office, the former Urban Services Department, the former Chief Secretary's Office, Information Services Department, the former Security Branch and the former Industry Department. Ms Wong was Deputy Secretary for the Civil Service from April 1997 to February 2003 and Director of Leisure and Cultural Services from February 2003 to August 2006. Ms Wong became the Permanent Secretary for the Environment, Transport and Works (Environment)/Director of Environmental Protection in September 2006 (later retitled Permanent Secretary for the Environment/Director of Environmental Protection) and has been serving in the post since then.

Mr Tong joined the Government in August 1983 as an Executive Officer, and transferred to the Administrative Service in July 1987. He rose to the rank of Administrative Officer Staff Grade A in April 2012. He has served in a wide range of policy bureaux and departments including the Transport Department, the former Trade and Industry Branch, the former City and New Territories Administration, the Hong Kong Economic and Trade Office in Washington, the former New Airport Projects Co-ordination Office, the Hong Kong Economic and Trade Office in Toronto, the former Environment, Transport and Works Bureau and the Food and Environmental Hygiene Department. He was Deputy Secretary for Home Affairs from November 2006 to September 2008 and Commissioner for Economic and Trade Affairs, USA from October 2008 to February 2014 before taking up the present position as Commissioner for Labour since March 2014.
Mr Carlson Chan Ka-shun

Mr Chan joined the Administrative Service in September 1987 and rose to the rank of Administrative Officer Staff Grade B1 in April 2013. He possesses extensive and diverse exposure in the former City and New Territories Administration, the former Planning, Environment and Lands Branch, the former Chief Secretary's Office, the former Hong Kong Government Office in London, the former Home Affairs Branch, the Hong Kong Economic and Trade Office in Tokyo and the Housing Department. He was Deputy Director of Environmental Protection from March 2007 to March 2012 and Private Secretary to the Chief Executive-elect from March to June 2012, and assumed duty as Private Secretary to the Chief Executive in July 2012.
