LegCo to Debate Promoting Entrepreneurship

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council will hold a meeting this Wednesday (May 16) at 11am in the Chamber of the Legislative Council Building. During the meeting, Members will debate a motion on promoting entrepreneurship.

     The motion, to be proposed by Hon Mrs Sophie Leung, says:"That this Council urges the Government to develop and promote entrepreneurship, and nurture on all fronts the public's understanding and development of entrepreneurial qualities, so that Hong Kong can become a city with the spirit and culture of entrepreneurship to meet the challenges of the 21st century, and the proposals include:

(a) establishing the importance of entrepreneurship to the development of an individual and the society;
 
(b) developing education on entrepreneurship by incorporating the elements of entrepreneurship into the curriculum of all levels of basic education and university education, thereby making entrepreneurship an integral part of whole-person development;

(c) enhancing the business sector's recognition and awareness of their corporate social responsibilities, promoting and establishing a platform of cooperation between the business and education sectors, as well as examining the provision of incentives to encourage the business sector to jointly participate in promoting entrepreneurship; and

(d) laying a solid foundation for the development of a society with entrepreneurship, which includes providing favourable social conditions for promoting the development of creativity and innovative thinking, and taking forward the direction and modes of life-long learning to promote self-enhancement in a systematic manner."

     Dr Hon Fernando Cheung and Hon Albert Ho will move separate amendments to Hon Mrs Sophie Leung's motion.

     On other motions, the Secretary for the Environment, Transport and Works will move a resolution under the Interpretation and General Clauses Ordinance to amend the Sewage Services (Sewage Charge)(Amendment) Regulation 2007, which was laid on the table of the Legislative Council on March 28, 2007.

     Hon Audrey Eu will also move a resolution under the Interpretation and General Clauses Ordinance to amend the Sewage Services (Sewage Charge) (Amendment) Regulation 2007, which was laid on the table of the Legislative Council on March 28, 2007.

     Meanwhile, the Secretary for the Environment, Transport and Works will move a resolution under the Sewage Services Ordinance to amend the Technical Memorandum on Procedures and Methods for Sampling and Analysis of Trade Effluents, which was laid on the table of the Legislative Council on March 28, 2007.

     The Secretary for Health, Welfare and Food will also move a resolution under the Pharmacy and Poisons Ordinance to seek the Council's approval to the Pharmacy and Poisons (Amendment) (No. 2) Regulation 2007 and the Poisons List (Amendment) (No. 2) Regulation 2007, which were made by the Pharmacy and Poisons Board on April 24, 2007.

     On the other hand, the Chief Secretary for Administration will present the Government Minute in response to the Report No.47 of the Public Accounts Committee dated February 2007 and address the Council.

     During the meeting, Members will ask the Government 19 questions on various policy areas, five of which require oral replies.

     Members of the public are welcome to observe the proceedings of the meeting from the public galleries of the Legislative Council Chamber.
