HA maintains three-tier charge rate for car parks

The following is issued on behalf of the Housing Authority:

     Members of the Housing Authority's Commercial Properties Committee (CPC) today (November 28) decided to maintain the three-tier charge rates according to the occupancy rates of car parks for about 27,000 car parking spaces at 109 car parks.

     At a meeting to review car park  charges, the CPC endorsed a proposal to expand the highest tier to include car parks with occupancy rates at 90% or above for charging standard rates from January 1 next year.

     According to the new three-tier distribution, the highest tier comprises 25 car parks with 90% or above occupancy rate. The middle tier includes 54 car parks with occupancy rates above 50% and below 90% and the lower tier covers the remaining 30 car parks with occupancy rates below 50%.

     "This is reasonable, in line with market practice and will also make the authority's charges closer to the market situation without adjusting its rates," a spokesman for the authority said.

     Members of the CPC also decided to continue the parking coupon discount scheme with bulk purchase discount of 20%, with reduced number of coupons from 100 to 50 or its multiples and to maintain the hourly charges and day-pass rates at existing levels.

     On maintaining hourly charges and day-pass rates at the existing level, the spokesman said  the general policy in fixing hourly charges had been to maintain modest levels of charge with a view to encouraging patronage of authority shopping facilities and the day pass rates be in line with the market trend with a view to optimising the use of parking spaces.

     On monthly charges, the current rates of $250 for covered spaces and $200 for open spaces for motorcycles and current rates of $2,210 for covered spaces and $1,710 for open spaces for light goods vehicles will be maintained.

     The following discount schemes will be continued:-

a)   15% discount for monthly pass holders transferred to the "floating allocation system" which aims at optimising car park utilisation through shared use of available parking spaces;

b)    40% discount for evening or overnight parking from 6pm to 8am of the following days; and

c)    50% discount for disabled persons who live or work in public housing estates.
