Draft Kai Tak Outline Zoning Plan gazetted

    The Town Planning Board (the Board) today (November 24) announced the publication of the new draft Kai Tak Outline Zoning Plan (OZP).

     The draft OZP covers a total area of about 323 hectares.  It covers the North Apron Area, South Apron Area and Runway Area of the ex-airport site, Ma Tau Kok waterfront, Kwun Tong waterfront, Cha Kwo Ling waterfront, Kai Tak Approach Channel, To Kwa Wan Typhoon Shelter and Kwun Tong Typhoon Shelter. The planning intention is to develop Kai Tak as the "Heritage, Green, Sports and Tourism Hub of Hong Kong".  

     The general urban design and landscape concept of the OZP is to strengthen the overall identity of Kai Tak by its most prominent attributes, i.e. the heritage of the area itself and its green open spaces spreading throughout the urban areas and along the waterfront.  

     Six sub-districts linked by its definitive open space system are created within Kai Tak, including Kai Tak City Centre, Sports Hub, Metro Park, Runway Precinct, Tourism and Leisure Hub and South Apron Corner.

     About 18.2 hectares are zoned "Commercial" ("C") for commercial developments.  A total of 20 "C" sites are located at the Kai Tak City Centre in the vicinity of the proposed Shatin to Central Link Kai Tak Station, South Apron Area near the Kowloon Bay waterfront and in the Runway Area.  To enhance air ventilation and create integrated communities, podium development within this zone is discouraged.

     About 1.9 hectares are zoned "Comprehensive Development Area".  A site located at the Ma Tau Kok waterfront falls within this zone.  It is intended for comprehensive development/ redevelopment of the area for residential development with retail facilities.

     About 10.4 hectares are zoned "Residential (Group A)" which cover an existing private residential development at To Kwa Wan waterfront and two public housing sites along the eastern boundary of the Kai Tak City Centre.  

     About 19 hectares are zoned "Residential (Group B)" ("R(B)").  It is intended for medium-density residential developments based on a grid pedestrian street to enhance neighbourhood interaction.  A total of 20 sites are zoned "R(B)" and they are all located in the Kai Tak City Centre. To enhance air ventilation and create integrated communities, podium development within these sites is discouraged.

     About 6.1 hectares are zoned "Residential (Group C)" ("R(C)").  It is intended for low-rise, low-density residential developments.  Six sites on the side of Kai Tak Approach Channel along the Runway Precinct are designated "R(C)".

     About 36.1 hectares are zoned "Government, Institution or Community" to provide land for Government, institution or community facilities serving the needs of the local residents, the adjoining districts and the East Kowloon area.  

     In addition, about 98.3 hectares are zoned "Open Space" ("O").  A hierarchy of interconnected public open spaces in respect of size and function is proposed.

     Land designated for specific uses such as "Cruise Terminal to Include Commercial Development with Landscaped Deck Above", "Tourism Related Uses to Include Commercial, Hotel and Entertainment", "Stadium", "Mixed Uses", "Railway Station with Commercial Facilities", "Waterfront Related Commercial, Cultural and Leisure Uses", "Commercial and Leisure Uses", "Landscaped Elevated Walkway with Commercial Facilities", "Landscaped Elevated Walkway" and "Amenity Area" etc., totaling about 60.7 hectares, are zoned "Other Specified Uses".

     Development restrictions on plot ratio/gross floor area, site coverage and building height are stipulated in the Notes of the OZP.

     The draft Kai Tak OZP No. S/K22/1 is now available for public inspection during office hours at the Secretariat of the Board, the Planning Enquiry Counters in North Point and Sha Tin, the Kowloon District Planning Office, and the Kowloon City, Kwun Tong and Wong Tai Sin District Offices.

     Any person can make written representations to the Secretary of the Board on or before January 24, 2007.  Representations made to the Board will be made available for public inspection.

     Copies of the draft plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei.  The electronic version of the plan can be viewed on the Board's website at http://www.info.gov.hk/tpb.
