The Government announced today (October 16) that Staff Officer, Civil Aid Service Mr Liu Chi-keung will succeed Mr Chan Ming-kui, Robert, as Chief Staff Officer, Civil Aid Service with effect from October 26, 2006. Mr Chan will proceed on pre-retirement leave on the same day.
Speaking on Mr Liu's appointment, the Secretary for the Civil Service, Miss Denise Yue, said Mr Liu had proven administrative skills and solid experience in the work of the Civil Aid Service. "I have every confidence that he will be able to lead the Department to face the challenges ahead and deliver quality service to the public."
Miss Yue thanked Mr Robert Chan for his dedicated and meritorious service during the past years and wished him a happy retirement.
Brief biographical notes on Mr Chan and Mr Liu are set out below:
Mr Robert Chan Ming-kui, JP

Aged 59. Mr Chan joined the civil service as an Assistant Registrar II in February, 1972. He transferred to the Trade Officer Grade in June 1973 and was promoted to the rank of Principal Trade Officer in July, 1982. He was posted to the Administrative Service in August, 1988, and promoted to his present rank of Administrative Officer Staff Grade C in April, 1995. He has been Chief Staff Officer, Civil Aid Service since October, 1998.
Mr Liu Chi-keung

Aged 55. Mr Liu joined the civil service as an Assistant Training Officer of the Civil Aid Service in August, 1973. He was regraded as Training Officer (later retitled as Operations and Training Officer) in June, 1974, promoted to Senior Training Officer (later retitled as Senior Operations and Training Officer) in July, 1985, and to Principal Operations and Training Officer in October, 1997. He assumed the post of Staff Officer, Civil Aid Service in September, 2001.
