Anti-epidemic Support Scheme for Environmental Hygiene and Security Staff in Property Management Sector will close tomorrow

As at June 28, the PMSA has received around 18 000 applications under the ASPM, which will benefit over 190 000 frontline property management (PM) workers, of which over 6 100 applications have been approved, involving nearly $1.1 billion, benefiting nearly 22 000 buildings and over 110 000 workers.
The HAD launched the ASPM under the sixth round of the Anti-epidemic Fund, providing each frontline PM worker performing duties relating to security or environmental hygiene (hereinafter referred to as "frontline PM workers") in private residential, composite (i.e. commercial cum residential), industrial and commercial (including shopping malls) building blocks (hereinafter referred to as "eligible building blocks") a monthly allowance of $2,000 for five months (February to June 2022).
Eligible frontline PM workers include frontline PM workers directly employed by PM companies (PMCs) or owners' corporations (OCs)/owners organisations (hereinafter referred to as "eligible applicant organisations") of eligible building blocks, as well as frontline PM workers employed by cleansing/security contractors/subcontractors (including part-time/leave relief workers) engaged by eligible applicant organisations and frontline PM workers employed by premises within eligible building blocks. Frontline PM workers should submit applications via eligible applicant organisations. Those frontline PM workers serving eligible building blocks which do not have OCs or any form of residents' organisations, or do not engage PMCs (commonly known as "three-nil buildings") can submit applications on an individual basis.
For frontline PM workers employed by contractors/subcontractors and premises within eligible building blocks, to facilitate their liaison with eligible applicant organisations, the HAD has provided a "Verification Form" template earlier, and will also provide an administration fee to eligible applicant organisations (a maximum of $500 per frontline PM worker for whom they have successfully applied). Individual eligible applicant organisations should submit applications promptly if they have not done so for these frontline PM workers. Questions may be directed to the PMSA, which will be glad to provide mediation. For eligible cases recently referred by political parties/labour organisations, over 90 per cent have had been successfully resolved upon mediation.
The application deadline of the ASPM is June 30. The HAD appealed strongly again to eligible applicant organisations to uphold corporate social responsibility and civic responsibility, following an inclusive and fair principle, and seize the last two days before the deadline to submit applications for all frontline PM workers serving eligible building blocks (including premises therein) to the PMSA as soon as possible, so as to give recognition to their committed efforts during the pandemic.
