HAD conducts enforcement operation against suspected violations of anti-epidemic regulations at club-house (with photo)

During the operation, the person-in-charge of the club-house and some customers were suspected of violating the anti-epidemic regulations, including the relevant requirements and directions under the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F) and the Prevention and Control of Disease (Vaccine Pass) Regulation (Cap. 599L).
The person-in-charge of the club-house was suspected for not complying with relevant requirements and directions under Cap. 599F and Cap. 599L, including having arranged live performances at the premises, allowing dancing activities at the club-house and not properly switching on the installed air purifiers when the premises was opened for business. Moreover, the person-in-charge of the club-house did not keep records of rapid antigen test results of employees, did not ensure scanning of "LeaveHomeSafe" venue QR code by customers before entering the club-house and did not comply with the requirements applicable to club-houses under the Vaccine Pass arrangement. The OLA has required the club-house to take corresponding measures for reducing the risk of transmission. The club-house has to, from the subsequent day of being identified of the irregularities by the enforcement officers, for a period of 14 days, cease evening dine-in service and no more than two persons may be seated together at one table at any other times. The OLA will also consider initiating prosecution against the persons-in-charge of the club-house based on investigation findings. The person-in-charge contravening the requirements and directions under Cap. 599F or Cap. 599L is liable, upon conviction, to a maximum fine of $50,000 and imprisonment for six months.
Some customers of the club-house did not scan "LeaveHomeSafe" venue QR code before entering the club-house or did not comply with the requirements under the Vaccine Pass arrangement. The OLA issued 22 fixed penalty notices to 22 customers who failed to observe the regulations.
The HAD reminded that all persons-in-charge of the premises licensed by the OLA should strictly comply with the requirements and directions of relevant regulations under Cap. 599. Respective customers and patrons shall observe the relevant regulations and restrictions, including vaccination, group gathering and mask wearing. The OLA would continue to proactively take stringent enforcement action and step up inspections at club-houses in various districts across the territory to ensure that the responsible persons of the premises and the patrons strictly comply with relevant provisions in the regulations for the prevention and control of diseases. The Government appeals to members of the public for their full compliance with various anti-epidemic requirements so as to minimise the risk of transmission of COVID-19 in the community.
