Draft Pui O Au Outline Zoning Plan gazetted

     The Town Planning Board today (August 27) announced the publication of the draft Pui O Au Outline Zoning Plan (OZP). The new draft Pui O Au OZP replaces the draft Pui O Au Development Permission Area (DPA) Plan published on January 8 this year.

     The planning scheme area, covering a total area of about 8.89 hectares, is located on the southern part of Lantau Island and sandwiched between Lantau South Country Park and South Lantau Road. The area is in close proximity to rural village clusters in Pui O to its southwest and Ham Tin to its further south across South Lantau Road. It is accessible by South Lantau Road and is well connected to Mui Wo, Tung Chung via Tung Chung Road and Tai O via Keung Shan Road and Tai O Road.

     A spokesman for the Town Planning Board said that the general planning intention for the area is to conserve its landscape and ecological value in safeguarding the natural habitats and to maintain the unique natural and rural character of the area. Land is also designated for village development. In the designation of various zones in the area, consideration has been given to protect the natural habitats of ecological significance in the area such as woodlands, shrublands, grasslands and natural streams which are connected with the habitats in Lantau South Country Park adjoining the area to its north. Considerations have also been given for future rebuilding or redevelopment of the existing village houses.

     About 0.29 hectares are zoned "Village Type Development". The zone is primarily for the provision of land for the retention of existing village. There is no recognised village within the area. The zone reflects the existing village cluster in Pui O Lo Wai Tsuen (Pui O Au) at the south-western part of the area.

     About 0.54 hectares are zoned "Government, Institution or Community". This zone is intended primarily for the provision of government, institution or community (GIC) facilities serving the needs of the local residents and/or a wider district, region or the territory. The GIC zone mainly covers the electricity substation, the public vehicle park and vacant land to its west for possible extension, and a refuse collection point (RCP) to the east of Pui O Lo Wai Tsuen (Pui O Au). This zone also covers a piece of land adjoining the RCP and a piece of vacant land abutting South Lantau Road reserved for suitable GIC facilities in the future.

     About 0.62 hectares are zoned "Other Specified Uses" ("OU") annotated "Recreation Centre and Hostel" and "OU" annotated "Waterworks Portals" respectively covering two sites which are the existing private recreation centre with ancillary hostel development (the Swire Leadership Centre) and the existing Pui O Au Portal of the Water Supplies Department.

     About 7.50 hectares are zoned "Green Belt". This zone is intended to define the limits of urban and sub-urban development areas by natural features and to contain urban sprawl as well as to provide passive recreational outlets. The zone mainly covers the woodlands, shrublands, grasslands, streams, some existing village houses, graves and temporary structures in the area. There is a permitted burial ground, which is intended for burial places of deceased villagers of Pui O Lo Wai in the area.

     As the draft Pui O Au DPA Plan has now been replaced by the draft Pui O Au OZP, the draft DPA Plan ceases to be effective (except for the provisions related to the existing use and unauthorized development). The representations received in respect of the draft DPA Plan will not be further processed.

     The draft Pui O Au OZP is now available for public inspection during office hours at (i) the Secretariat of the Town Planning Board, (ii) the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, (iii) the Sai Kung and Islands District Planning Office, (iv) the Islands District Office and (v) the South Lantao Rural Committee.

     Any person may make written representations in respect of the draft OZP to the Secretary of the Town Planning Board on or before October 27. Any person who intends to make a representation is advised to read the Town Planning Board Guidelines No. 29B on "Submission and Publication of Representations, Comments on Representations and Further Representations under the Town Planning Ordinance" (TPB PG-No. 29B).

     Submission of a representation should comply with the requirements set out in TPB PG-No. 29B. In particular, the representer should take note of the following:

* If the representer fails to provide his or her full name and the first four alphanumeric characters of his or her Hong Kong identity card or passport number as required under TPB PG-No. 29B, the representation submitted shall be treated as not having been made; and
* The Secretariat of the Town Planning Board reserves the right to require the representer to provide identity proof for verification.

     The Guidelines and the submission form are available at the above locations (i) and (ii) and the Town Planning Board's website (www.info.gov.hk/tpb).

     Copies of the draft Pui O Au OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed at the Town Planning Board's website (www.info.gov.hk/tpb).
