Appointments made to Appeal Board on Public Meetings and Processions

(a) the re-appointment of Dr Pang Kin-kee, a retired Judge of the Court of First Instance of the High Court, as Chairman of the Appeal Board for a further term of two years with effect from December 22, 2017;
(b) the re-appointment of Mr Nicholas Chan Hiu-fung as a member of the Appeal Board for a further term of two years with effect from November 19, 2017; the re-appointments of Dr Felix Chan Hon-wai, Dr Eugene Chan Kin-keung, Professor Alice Chong Ming-lin, Mr Kwok Wing-keung, Mr Ambrose Lam San-keung, Miss Anita Ma Wing-tseung, Mr Augustine Wong Ho-ming, Mr Wong Kwai-huen and Mr Winfield Wong Wing-cheung as members of the Appeal Board for a further term of two years with effect from December 22, 2017; and
(c) the appointments of Miss Chung Ching-may and Mr Adrian Yip Chun-to as members of the Appeal Board for a term of two years with effect from December 22, 2017.
The Secretary for Security, Mr John Lee, expressed his appreciation to the outgoing members, Dr Lawrence Lam Chi-kit and Mr Jimmy Poon Wing-fai, for their valuable contribution to the work of the Appeal Board.
The Appeal Board comprises a Chairman, two Deputy Chairmen and 13 members, all of whom are not public officers. The Appeal Board is responsible for considering appeals against a prohibition of a public meeting, an objection to a public procession, or the conditions imposed or amended on a public meeting or public procession by the Commissioner of Police under sections 9, 14, 11 or 15 of the Public Order Ordinance respectively. The Appeal Board is empowered to confirm, reverse or vary the decision being appealed against.
