Senior appointments (with photos)

(a) Mr Thomas Chan Chung-ching, Deputy Secretary for Development (Planning and Lands), will take up the post of Director of Lands on July 1, 2017; and
(b) Mr Gordon Leung Chung-tai, Director, Celebrations Coordination Office, will assume the post of Postmaster General on July 10, 2017.
The Secretary for the Civil Service, Mr Clement Cheung, said, "The two appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism in their new posts and lead their departments to rise to the challenges ahead."
Brief biographical notes of the two officers are set out below:
Mr Thomas Chan Chung-ching

Mr Chan joined the Civil Service in June 1991, first served as an Executive Officer and then transferred to the Administrative Service. He rose to the rank of Administrative Officer Staff Grade B1 in April 2014. He has served in various policy bureaux and departments, including the former City and New Territories Administration, the former Planning, Environment and Lands Branch, the former Civil Service Branch, the Hong Kong Economic and Trade Office in Geneva and the former Health, Welfare and Food Bureau. He was Deputy Secretary for Food and Health (Health) from February 2008 to February 2012 and Secretary, Independent Review Committee for the Prevention and Handling of Potential Conflicts of Interests from February 2012 to June 2012, and has been Deputy Secretary for Development (Planning and Lands) since September 2012.
Mr Gordon Leung Chung-tai

Mr Leung joined the Administrative Service in August 1985 and rose to the rank of Administrative Officer Staff Grade B1 in April 2013. He has served in a wide range of policy bureaux and departments, including the former Security Branch, the former Deputy Chief Secretary's Office, the former Office of Members of the Executive and Legislative Councils, the former Economic Services Branch, the former City and New Territories Administration, the Asia-Pacific Economic Cooperation Secretariat on secondment, the former Education and Manpower Bureau, the former Commerce, Industry and Technology Bureau, the Innovation and Technology Commission and Radio Television Hong Kong. He was Deputy Secretary for Constitutional and Mainland Affairs from April 2012 to September 2016 and Director, Project Planning Office from October 2016 to January 2017, and assumed duty as Director, Celebrations Coordination Office in January 2017.
