Tenders invited for contracts as Glass Management Contractors

An EPD spokesman said, "The Legislative Council enacted the Promotion of Recycling and Proper Disposal (Product Container) (Amendment) Ordinance 2016 in May last year to provide the regulatory framework for the producer responsibility scheme (PRS) on glass beverage containers. We are undertaking the preparatory work with a view to implementing the PRS by phases in 2017/18. One of the key features of the PRS is the provision of territory-wide glass container collection and treatment services by qualified contractors.”
The Government will hire up to three qualified GMCs through open tendering to serve the catchment regions of Hong Kong Island (including Islands District), Kowloon and the New Territories respectively. Within its responsible catchment region, a GMC will be required by contract to:
* manage the glass container collection services provided to residential buildings/estates in the catchment region;
* maintain a sufficient network of collection points so that waste producers (mainly pubs and bars and other catering services) may conveniently participate in waste glass container recycling;
* accept all properly rinsed waste glass containers (including food/sauce containers) with a view to meeting a recovery target; and
* arrange gainful reuse of the waste glass containers (including recycling and reuse), or properly treat them until they become reusable materials, e.g. as construction materials.
Tenderers must have an aggregate of at least two years' relevant experience in providing recyclable or waste collection services in the past five years, and have provided or be providing services for at least one contract on recyclable or waste collection in the past two years.
Qualified tenderers may submit tenders for more than one GMC contract. However, one single tenderer will not be awarded more than two contracts. Details of the tender acceptance rules are set out in the respective tender documents. The Government will evaluate the Technical Proposal and Financial Offer of each tender received in accordance with the established procedures. Results are expected to be announced in the third quarter of 2017.
The EPD spokesman said, "The GMC contracts will provide a 6-month mobilisation period for successful tenderers to establish a collection network and set up their glass container processing facilities. After the mobilisation period, the contractors shall provide the full glass container collection and treatment services in accordance with the contract requirements. The overall recovery target will ramp up to ultimately a territory-wide total of about 50 000 tonnes per year.
The tenders for the GMC contracts will close at noon on April 21 (Friday) this year.
