Chairman of Standing Committee on Language Education and Research welcomes Chief Executive's Policy Address

The following is issued on behalf of the Standing Committee on Language Education and Research:

     The Chairman of the Standing Committee on Language Education and Research (SCOLAR), Mr Lester Huang, today (January 18) welcomed the language education initiatives proposed in the Chief Executive's 2017 Policy Address.

     Mr Huang said, "As the Chairman of SCOLAR, I share the Government's vision of making Hong Kong people, our students and workforce in particular, become biliterate and trilingual. I am very glad that the Government will invite SCOLAR to consider launching three major initiatives targeting different stages of language learning and teaching with the use of the Language Fund.

     "At the kindergarten level, we will consider launching Chinese and English enhancement programmes with a view to equipping teachers with the essential skills for teaching languages to young children. This would facilitate the smooth implementation of the revised Kindergarten Education Curriculum Guide. For primary schools, SCOLAR will consider devising a grant scheme to enrich the English language environment on campus and refine the school-based English Language curriculum, catering especially for learner diversity and the transition from kindergarten to junior primary. As regards secondary schools, we will deliberate a proposed vocational English programme for senior secondary students who are prepared to work or are interested in pursuing vocational and professional education and training."

     Mr Huang added, "SCOLAR looks forward to deliberating the new proposals and proposing details and views on their implementation to the Education Bureau soon. We will continue to work closely with the Government and contribute our advice on language education issues and the use of the Language Fund."
