Following is the transcript of remarks by the Chief Executive, Mr C Y Leung, at a media session in Hainan this afternoon (March 28):
Reporter: ...... Some experts think that Shanghai and Hong Kong only focus on competition, without co-operation. Other countries, like Singapore, will get benefits, will be the only winner. What do you think of it?
Chief Executive: It is an old question. Hong Kong and Shanghai co-operate in many, many areas. In fact, in a few weeks' time, I shall lead a delegation to visit Shanghai. We will have a Shanghai-Hong Kong meeting to explore areas of mutual interest, particularly where we could co-operate further. If there is any competition between Hong Kong and Shanghai, probably it is not a bad thing. As I said in the seminar yesterday, China is big enough to need both Hong Kong and Shanghai, and Hong Kong has the distinctive advantage of offering the combined benefits of both "One Country" and "Two Systems". Shanghai is part of the mainland system and Hong Kong belongs to the outside system. So I do not see direct or adverse competition between the two cities.
