     The Government announced today (May 24) that Ms Carol Yip Man-kuen, Deputy Secretary for Security, will assume the post of Director of Social Welfare on July 8, 2013.

     Commenting on the appointment, the Secretary for the Civil Service, Mr Paul Tang, said, "Ms Yip is a seasoned Administrative Officer with rich experience in public administration and proven leadership and management skills. I have every confidence that she will continue to serve the community with professionalism and dedication in her new capacity."

     A brief biographical note on Ms Yip is as follows:

     Aged 50. Ms Yip joined the Administrative Service in July 1987 and rose to her present rank of Administrative Officer Staff Grade B1 in April 2011.

     Ms Yip has served in various bureaux and departments including the former Survey Office, the former Transport Branch, the former Constitutional Affairs Branch (later renamed Constitutional Affairs Bureau), the former New Airport Projects Co-ordination Office, and the former Trade Department (later renamed Trade and Industry Department). She was Deputy Director-General of Trade and Industry from July 2004 to July 2006, and Deputy Secretary for Health, Welfare and Food (Elderly Services and Social Security) (later renamed Deputy Secretary for Labour and Welfare (Welfare)) from September 2006 to September 2009. She has been Deputy Secretary for Security since September 2009.
