The Government today (December 30) published in the Gazette the Toys and Children's Products Safety Ordinance (Amendment of Schedules 1 and 2) Notice 2011. The Notice seeks to update the two of the safety standards for toys, and some of the standards for eight types of children's products specified under the Toys and Children's Products Safety Ordinance (Cap. 424).
The aforesaid eight types of children's products comprise baby walking frames, bunk beds for domestic use, child safety barriers for domestic use, children's cots for domestic use, children's high chairs and multi-purpose high chairs for domestic use, children's paints, playpens for domestic use and wheeled child conveyances.
The ordinance stipulates that no person shall manufacture, import or supply any toy or designated children's product unless it complies all respects with the safety standards listed in the ordinance. The standards stipulated are international standards or those adopted in major economies.
The Government keeps in view changes to the safety standards promulgated by the relevant standard institutions. Due to the amendments to two of the standards for toys, and some of the standards for eight types of children's products by the relevant institutions, the Government will update the standards applicable to products supplied in Hong Kong accordingly.
From September to October 2011, the Government consulted stakeholders on the proposals set out in the Notice, and has received general support.
The Notice will come into effect on April 1, 2012.
