Traffic arrangement for Ching Ming Festival

     Police today (March 24) remind grave-sweepers to make full use of public transport during the Ching Ming Festival.

     "Parking facilities around cemeteries will be extremely limited and vehicles parked illegally on roads and pavements will be towed away without prior warning," a Police spokesman said.

     The spokesman said that for the safety of the public, Police will divert grave-sweepers from places which are already over-crowded during the festival.

     Motorists are advised to pay attention to traffic signs which will be put up around cemeteries. Police officers will be on hand to guide motorists.

     The public are also urged to exercise restraint and to be courteous to the elderly and children in crowded places.

     Special traffic arrangements will be implemented in the vicinity of cemeteries as follows:

Hong Kong Island
----------------

     A section of Cape Collinson Road east of Lin Shing Road may be re-routed one-way clockwise and vehicles exceeding 10 metres in length may be prohibited to enter Cape Collinson Road east of Lin Shing Road between 8.30am and 5.30pm on 6, 12, 13, 19, 26 March, 16, 22 to 25, 30 April, 1, and 2 May.

The following special traffic arrangements will be implemented between 7.30am and 5.30pm on March 20, 27, April 2, 9, 10, 17; between 7am and 5.30pm on April 3; and between 7am and 6.30pm on April 5.

     The following roads will be closed:

(a) Cape Collinson Road east of Lin Shing Road;
(b) The slip road leading to the Garden of Remembrance and Crematorium from Cape Collinson Road except hearses and vehicles carrying passengers to services at the Crematorium. The slip road between Cape Collinson Road and the Crematorium will also be closed to all vehicles 7am and 6.30pm on April 5.
(c) The slip road leading to Chai Wan Chinese Permanent Cemetery;
(d) Wan Tsui Lane; and
(e) If the situation warrants, Cape Collinson Road west of Lin Shing Road and Lin Shing Road will be closed except for franchised buses, green minibuses, and hearses.

     The following roads will be re-routed one-way:

(a) A section of Wan Tsui Road between Chai Wan Road and Fei Tsui Road will be re-routed one-way westbound;
(b) Lin Shing Road from Wan Tsui Road to Cape Collinson Road will be re-routed one-way southbound; and
(c) Cape Collinson Road from Crematorium slip road to Shek O Road will be re-routed one-way westbound.

     No parking will be permitted along Cape Collinson Road, Lin Shing Road, a section of Shek O Road between Tai Tam Gap Correctional Institution and Tai Tam Road, and Wan Tsui Road between 6am and 7pm on March 20, 27, April 2, 3, 5, 9, 10, and 17.

     Depending on the number of people and vehicles in the vicinity of the graveyard, taxis, public light buses and private cars may not be permitted to enter Lin Shing Road for Cape Collinson Road except for those gaining access to Wan Tsui Estate.

     Taxis, public light buses and private cars will be allowed to set down passengers at the public light bus stand on Fei Tsui road near the junction with Wan Tsui Road.

     Depending on traffic conditions, public light buses may be prohibited from entering from Chai Wan Road to Tai Tam Road. Police will implement such arrangement without prior notice.

     Public light buses will be prohibited from picking up or dropping off passengers on Wan Tsui Road between Chai Wan Road and Fei Tsui Road.

     Public light bus stand at Fei Tsui Road near its junction with Wan Tsui Road will be suspended between 7.30am and 5.30pm on March 20, 27, April 10, 17; between 7am and 5.30pm on April 3; and between 7am and 6.30pm on April 5.

Taxi stand at Kut Shing Street outside MTR Chai Wan Station will be suspended between 8.30am and 5.30pm on March 6, 12, 13, April 19, 26, 16, 22 to 25, 30, May 1, and 2; between 7.30am and 5.30pm on March 20, 27, April 2, 9, 10, and 17; and between 7am and 6.30pm on April 3 and 5.

     The following alternative traffic arrangements will be implemented if both crowd movement and vehicular traffic in the vicinity of the cemeteries in Chai Wan area are quite congested but do not warrant the above mentioned special traffic arrangements:

(a) Cape Collinson road east of Lin Shing Road will be re-routed one-way clockwise; and
(b) The slip road leading to Chai Wan Chinese Permanent Cemetery will be opened to the public and maintained one-way westbound.

     In Pok Fu Lam, Consort Rise will be re-routed one-way southbound from Victoria Road to Bisney Road between 7am and 5pm on April 2, 3, 5, 9, and 10.

     In Aberdeen, Peel Rise in the vicinity of Aberdeen Chinese Cemetery and the slip road leading from Shek Pai Wan Road to Aberdeen Chinese Cemetery will be closed between 8am and 4.30pm on April 2, 9, and 10; and between 7am and 6pm on April 3 and 5.

Kowloon East
------------
    In Diamond Hill, the following special traffic arrangements will be implemented between 7am and 6pm on March 26 and 27 and April 2, 3, 5, 9, 10, 16, 17:

The following roads will be closed to all vehicles, except emergency vehicles, hearses and vehicles taking part in funeral processions:

(a) the access road to the Diamond Hill Crematorium;
(b) the access road between the Diamond Hill Funeral Parlour and the China Light and Power Sub-station;
(c) the access road adjacent to the Diamond Hill Funeral Parlour leading to Sze Chen Hall of the Crematorium; and
(d) a section of Yuk Wah Street east of Tsz Wan Shan Road, except private cars, taxis, police and emergency vehicles.

     The following traffic diversion will be implemented:

(a) vehicles, including Green Minibus (GMB)Route 33 and 33M, shall follow southbound Po Kong Village Road downhill only to access Fung Shing Street or Fu Shan Estate Carpark; and
(b) vehicles shall follow northbound Po Kong Village Road uphill only to access Grandview Garden Carpark.

     In addition, the following right-turn movements for all vehicles will be temporarily banned:

(a) vehicles from westbound Fung Shing Street will not be allowed to turn onto northbound Po Kong Village Road uphill;
(b) vehicles from northbound Po Kong Village Road uphill will not be allowed to turn onto eastbound Fung Shing Street;
(c) vehicles from Grand View Garden Carpark will not be allowed to turn onto southbound Po Kong Village Road downhill;
(d) vehicles from southbound Po Kong Village Road downhill will not be allowed to turn onto Grand View Garden Carpark;
(e) vehicles from Fu Shan Estate Carpark will not be allowed to turn right onto northbound Po Kong Village Road uphill; and
(f) vehicles from northbound Po Kong Village Road uphill will not be allowed to turn onto Fu Shan Estate Carpark;
(g) vehicles from southbound Po Kong Village Road downhill will not be allowed to turn onto Po Kong Village Road School Village Carpark;
(h) vehicles from Po Kong Village Road School Village Carpark will not be allowed to turn onto southbound Po Kong Village Road downhill;
(i) vehicles from southbound Po Kong Village Road downhill will not be allowed to turn onto an unnamed road opposite to Po Leung Lane; and
(j) vehicles from an unnamed road opposite to Po Leung Lane will not be allowed to turn onto southbound Po Kong Village Road downhill.

     The meter parking spaces on the access road between the Diamond Hill Funeral Parlour and the China Light and Power Sub-station and the motorcycle parking spaces at Yuk Wah Street near Yuk Hok Lane will also be suspended.

     Temporary taxi stands will be designated at the following locations:

(a) Westbound Fung Shing Street near Fu Yan House of Fu Shan Estate; and
(b) Westbound Yuk Wah Street near Yuk Hok Lane.

Temporary private cars pick-up/drop-off point will be designated at westbound Yuk Wah Street near Yuk Hok Lane.

Between 7am and 6pm on March 27 and April 3 and 5, Po Kong Village Road School Village Carpark will be closed and designated as temporary taxis and private cars drop-off point.

     In Tseung Kwan O, the access road leading to the Tseung Kwan O Chinese Permanent Cemetery will be closed to all vehicular traffic except emergency vehicles between 5.30am and 8pm on March 20, 27, April 3, 5, 10, 17 and 24.

     Only emergency vehicles, special route No. 14S of Kowloon Motor Bus (KMB) Company, hearses, vehicles taking part in funeral procession and vehicles possessing valid entry permits will be allowed to use the access road leading to the Tseung Kwan O Chinese Permanent Cemetery between 5.30am and 6pm on March 6, 12, 13, 19, 26, April 2, 9, 16, 22, 23, 25, May 1 and 2.

     The KMB Company will provide special bus service, Route No. 14S, which will operate between southbound Lei Yue Mun Road south of St. Antonius Girls' College and the Tseung Kwan O Chinese Permanent Cemetery between 7am and 5.25pm on March 6, 12, 13, 19, 26, April 2, 9, 16, 22, 23, 25, May 1 and 2. The drop off point for Route No. 14S in Yau Tong will be located on Ko Chiu Road outside Lei Yue Mun Estate.

     Temporary pick-up and drop-off points will be designated for taxi and public light bus passengers to interchange with KMB Route 14S or walk to the cemetery:

(1) The non-restricted zone at northbound Ko Chiu Road near Ko Yee Estate;
(2) The layby at southbound Lei Yue Mun Road outside Lei Yue Mun Road Playground;
(3) The non-restricted zone at northbound Lei Yue Mun Road outside Lei Yue Mun Plaza; and
(4) The non-restricted zone at northbound Lei Yue Mun Road outside Shuk Mei House, Yau Mei Court.

     Apart from the periods mentioned above, road closure will be implemented and special bus service will be suspended at any time if the situation warrants.

     Grave-sweepers should make full use of public transport to access the cemetery and pay attention to radio broadcast on the latest traffic situation before going to the cemetery.

     When the special traffic arrangements begin to take place, no vehicle will be allowed to enter or leave the cemetery.

     For the safety of the public, Police would divert grave-sweepers from places which are already over-crowded. On normal days, if vehicles build up in the adjacent roads leading to the cemetery, Police may divert them to leave the area.

Kowloon West
-----------

     Police will implement special traffic arrangements on March 27 , April 2, 3 and 5 in the vicinity of Sham Shui Po to facilitate grave-sweepers during the Ching Ming Festival.
     
Road closures
-------------
Wing Ming Street and Wing Ming Lane will be closed from 7am to 7pm.

Temporary suspension of on-street parking spaces
------------------------------------------------
     All parking spaces on Yu Chau West Street, Yee Kuk West Street, King Lam Street, Wing Hong Street and Tai Nan West Street will be suspended from 7am to 7pm.

     In addition, alighting or picking up of passengers will not be allowed on Yu Chau West Street opposite the cooked food stall. Parking will not be allowed on the section of Yu Chau West Street between Castle Peak Road and King Lam Street; and stopping and parking will not be allowed on Ching Cheung Road from 7am to 7pm.

Temporary taxi stands and minibus terminus
------------------------------------------
(i) Two temporary taxi stands will be designated at Wing Hong Street on both sides of the junction with Yu Chau West Street from 7am to 7pm.
(ii) The terminus of green minibus route No.42 on Yu Chau West Street will be temporarily relocated to outside 550 Castle Peak Road.

     Members of public should make use of the subway across Ching Cheung Road from Wing Ming Lane to the Roman Catholic Cemetery.

New Territories North
---------------------

     In Wo Hop Shek, the following roads will be closed from 6am to 6pm on March 26, 27 and April 2, 3, 5, 9, 10, 16, 17 and 22 to 25 (except emergency vehicles and those specified below):

(a) Kiu Tau Road except hearses;
(b) Ming Yin Road except franchised buses;
(c) Wo Ka Lau Road;
(d) The flyover between Kau Lung Hang Village and Tai Wo Service Road West except taxis, coaches, school buses, green minibuses, private cars, goods vehicles and motorcycles; and
(e) All access roads within Wo Hop Shek Cemetery.  

     Meanwhile, all drivers except those of franchised buses, emergency vehicles and vehicles with permits issued by the Commissioner for Transport will not be allowed to stop or wait for handling passengers and goods between 6am and 6pm on the following roads on the above dates:

(a) Wo Hing Road;
(b) Lui Ming Road;
(c) Wai Ming Street;
(d) Pak Wo Road;
(e) Wah Ming Road;
(f) Yat Ming Road;
(g) Wo Ming Lane;
(h) Fai Ming Road;
(i) Wah Ming Lane;
(j) Yan Shing Lane; and
(k) Tai Wo Service Road West between Wo Hing Road and a point about 300 metres south of its junction with Kiu Tau Road.

     Vehicles travelling on northbound Pak Wo Road outside Fung Ying Sin Koon will not be allowed to turn right into southbound Pak Wo Road outside MTR Fanling Station, and vehicles travelling on southbound Pak Wo Road outside MTR Fanling Station will not be allowed to turn right into the car park off Pak Wo Road near Fung Ying Sin Koon on the same dates.

     The following car parks will be closed to all vehicles between 6am and 6pm on March 26, 27 and April 2, 3, 5, 9, 10, 16, 17, and 22 to 25. During the period, the car park spaces thereat will also be suspended:

(a) the car park off Wo Hing Road near Wo Hop Shek Interchange except emergency vehicles and public light buses;
(b) the car park off Wo Hing Road near Ming Yin Road Roundabout except emergency vehicles and taxis;
(c) the car park off Pak Wo Road near Fung Ying Sin Koon except emergency vehicles, disabled drivers to use the disabled parking spaces and the public buses of the Residents¡¯ Service Route No. NR112; and
(d) all parking spaces on Wah Ming Lane except emergency vehicles.

     The taxi stand on Lui Ming Road outside Wah Ming Estate will be suspended except New Territories taxis from 6am to 6pm on March 26, 27 and April 2, 3, 5, 9, 10, 16, 17 and 22 to 25. However, all taxis will be allowed to handle passengers in the car park off Wo Hing Road near Ming Yin Road Roundabout during the suspension period.

     The taxi stand in the car park off Pak Wo Road near Fung Ying Sin Koon will be closed from 6am to 6pm on March 26, 27 and April 2, 3, 5, 9, 10, 16, 17 and 22 to 25.

     Sandy Ridge cemeteries in the Frontier Closed Area will be opened to grave-sweepers between 6am and 6pm from March 19 to April 18. Vehicles without Frontier Closed Road Permits will not be allowed to enter the area.

     Between 6am and 6pm from March 19 to April 18, the drivers of all vehicles, except franchised buses, emergency vehicles and vehicles with permits issued by the Commissioner for Transport, will not be allowed to stop or wait for picking up or dropping off passengers and handling goods on the following sections of roads:

(a) a section of Man Kam To Road between Fu Tei Au Road and Sha Ling Roadblock; and
(b) a section of Kong Nga Po Road between Frontier Closed Area Boundary and Sha Ling Roadblock.

     Vehicles parked illegally on the above sections of roads may be towed away without warning.

     In Tuen Mun, the following temporary traffic and transport arrangements will be implemented in Tuen Mun on March 19, 20, 26, 27 and April 2, 3, 5, 9, 10, 16 and 17 daily from 7am to 7pm:

(a) Tsing San Path and the access roads leading to Ching Chung Koon and Ching Chung Sin Yuen will be closed;
(b) The section of Tsing Chung Koon Road between Tsing Lun Road and San Fuk Road will be converted to one-way northbound;
(c) The section of San Fuk Road between Leung Shun Street and Castle Peak Hospital will be converted to one-way westbound;
(d) San Fuk Road will be temporarily designated as no stopping zone;
(e) The section of Tsing Chung Koon Road between Tsing Chung Path and San Fuk Road will be temporarily designated as no stopping zone;
(f) The section of Tsing Lun Road between Tsun Wen Road and the access road leading to Tuen Mun Hospital will be temporarily designated as no stopping zone;
(g) Southbound Tsun Wen Road between Tsing Lun Road and San Fuk Road will be temporarily designated as no stopping zone;
(h) Two temporary loading and unloading locations will be provided at westbound Tsing Lun Road outside Tuen Mun Hospital and northbound Tsing Chung Koon Road opposite to Tuen Mun Hospital;
(i) A temporary taxi stand will be provided at northbound Tsing Chung Koon Road near Castle Peak Hospital; and
(j) The Green Minibus (GMB) stop at Tsing San Path will be temporarily suspended. Passengers may use the GMB stops on Tsing Chung Koon Road north of the entrance to Tuen Mun Hospital.

New Territories South
---------------------
     
In Tsuen Wan, a section of Lo Wai Road between Yuen Yuen Institute and the obsolete bus terminus outside Chuen Yiu Terrace will be closed to all vehicles between 8am and 6pm on April 2, 3, 5, 9 and 10, if necessary, except for emergency vehicles and vehicles of local residents.

     To facilitate visits to the Heung Shek Cemetery (Chuen Lung) and Chuk Lam Sim Yuen (Fu Yung Shan Road), if necessary, the following roads will be closed to traffic except for emergency vehicles and vehicles of local residents between 8am and 6pm on April 2, 3, 5, 9 and 10:

(a) The road between Chuen Lung (Route Twisk) and Heung Shek Cemetery; and
(b) Fu Yung Shan Road between Route Twisk and Chuk Lam Sim Yuen.

     A special bus service, route No. 32S, will operate between Tsuen Wan MTR station and former Lo Wai bus terminus on April 3, 5 and 10.

     To facilitate visits to Tsuen Wan Chinese Permanent Cemetery and Kwai Chung Crematorium, the following traffic arrangement will be implemented on March 27, April 2, 3, 5, 9, 10 and 17:

(a) Wing Yin Street and a section of Wing Shun Street between Yi Lok Street and its junction with Kwai Hei Street will be closed to all vehicles except hearses, franchised buses and emergency vehicles from 7am to 5pm and on any other days during the period if necessary;
(b) A one-way southbound system will be adopted on a section of Wing Kei Road between Kwai Hei Street and Wing Kin Road. Vehicles will only be allowed to enter Wing Kei Road via Wing Kin Road;
(c) Wing Chong Street, Wing Hau Street and Wing Lap Street will be closed to all vehicles except emergency vehicles;
(d) Parking will be prohibited on any roads near the cemetery and crematorium;
(e) Temporary taxi stands will be set up on Wing Kin Road near its junction with Wing Kei Road, Kwai Hei Street near its junction with Wing Shun Street, Wing Shun Street near its junction with Wing Yin Street and Wing Shun Street near its junction with Yi Lok Street; and
(f) Wing Yin Street will also be closed to all vehicular traffic except for hearses and emergency vehicles from 7am to 5pm on March 20 and 26; and April 16, 22 to 25.

     A special bus service, route No. 38S, will operate between Kwai Yan Road (Kwai Fong MTR Station) and Tsuen Wan Chinese Permanent Cemetery on April 3, 5 and 10.

     In Sha Tin District, the following roads will be closed from 7am to 6pm on March 19, 20, 26, 27 and April 2, 3, 5, 9, 10, 16, 17, 22 to 25:

(a) a section of Lower Shing Mun Road between Yau On Street and Fu Shan Crematorium will be closed to all vehicles except hearses, vehicles taking part in funeral processions, emergency vehicles, and green minibus route 64K;
(b) a section of Pai Tau Street from its junction with Sheung Wo Che Road to its western end will be closed to all vehicles expect emergency vehicles; and
(c) a section of To Fung Shan Road north of its junction with Pak Lok Path will be closed to all vehicles except emergency vehicles, vehicles serving residents and persons working in To Fung Shan, and shuttle bus plying between To Fung Shan and Tai Wai Station.

     Police will take stringent action against any illegal parking near the above areas in Sha Tin District.
