Government announces payroll cost of increments in 2007-08

    A spokesman for the Civil Service Bureau said the bureau had received the results of the 2008 Pay Trend Survey from the secretariat of the Pay Trend Survey Committee today (May 14).

    The results, presented in the form of "gross pay trend indicators", show the rates of private sector pay adjustments in three salary bands for the period between April 2, 2007, and April 1, 2008. Upon validation of the results by the Pay Trend Survey Committee, the Chief Executive-in-Council will decide on the rates of adjustment (if any) to civil service pay for 2008-09 having regard to the "net pay trend indicators" and other relevant factors. In working out the "net pay trend indicators", the civil service payroll cost of increments in 2007-08 will be deducted from the "gross pay trend indicators" derived from the 2008 Pay Trend Survey. The payroll costs of increments of each of the three salary bands are as follows:

    In considering the rates of civil service pay adjustment for each salary band for 2008-09, the administration will, in addition to the "net pay trend indicators", consider the state of the economy, the Government's fiscal position, changes in the cost of living, the staff sides' pay claims and civil service morale. The adjustment (if any) will need to be approved by the Finance Committee of the Legislative Council.
