Following is the transcript of remarks by the Secretary for Education, Mr Eddie Ng Hak-kim, at a media session after attending the 2015 Hong Kong Federation of Youth Groups Wong Foon Yeung Scholarship presentation ceremony today (July 4):
Reporter: ...point of view criticising the issue in terms of fine-tuning the language medium?
Secretary for Education: I would like to stress that the whole decision of extending the Phase One of the Round One Policy to another six years for Phase Two is based on three very solid professional decisions. The first one relates to, last six years, it has been a lot of gaining of experience. The whole policy, the adjusted policy, has been gaining ground with solid progress. We would like to continue at that, particularly with the rich experience of the teachers. The second one relates to, in order to make sure a scientific decision to be based for the policy, we need a full spectrum of performance review of students. That will not come until a later stage - the earliest year would be 2016. That is why there is no point of rushing into another decision of change. Thirdly, of course, the whole school would need a more stable environment to continue and also integrate the teaching media with their different subjects of learning and teaching.
