Senior appointments (with photos)

     The Government announced today (February 25) the following senior appointments:

(a) Miss Vivian Lau Lee-kwan, Deputy Secretary for the Environment, will assume the post of Director of Food and Environmental Hygiene on March 13, 2014; and

(b) Mr Hui Siu-wai, Deputy Director of Buildings, will succeed Mr Au Choi-kai as Director of Buildings on March 29, 2014. Mr Au will proceed on pre-retirement leave on the same day after 39 years of service with the Government.

     Commenting on the appointment of Miss Lau, the Secretary for the Civil Service, Mr Paul Tang, said, "Miss Lau is a seasoned Administrative Officer with rich experience in public administration and proven leadership and management skills. I have every confidence that she will continue to serve the community with professionalism and dedication in her new capacity, and lead the department to rise to the challenges ahead."

     As for the appointment of Mr Hui, Mr Tang said, "Mr Hui is an experienced civil servant with proven leadership and management skills, and profound professional knowledge as well as extensive operational experience. I am confident that he will be able to lead the Buildings Department to meet the challenges ahead and continue to deliver quality service to the community."

     On the retirement of Mr Au, Mr Tang said, "Mr Au has served with zeal and commitment in the Civil Service throughout the years. As Director of Buildings, Mr Au has led the Department to make professional contributions in setting and enforcing safety, health and environmental standards for private buildings. I sincerely wish him a happy retirement."

     Brief biographical notes on the three officers are set out below:

Miss Vivian Lau Lee-kwan

     Aged 49, Miss Lau joined the Administrative Service in September 1988 and rose to her present rank of Administrative Officer Staff Grade B1 in April 2011.

     Miss Lau has served in various bureaux and departments including the former City and New Territories Administration, the former Security Branch, the former Economic Services Branch, the former Finance Branch, and the former Financial Services Bureau (later renamed Financial Services and the Treasury Bureau). She was Deputy Secretary for Education and Manpower (later re-titled Deputy Secretary for Education) from October 2003 to July 2008, and Deputy Director-General of Trade and Industry from July 2008 to May 2010. Miss Lau has been Deputy Secretary for the Environment since May 2010.

Mr Au Choi-kai

     Aged 59, Mr Au joined the Government as a Student Building Surveyor in September 1974. He was promoted to Chief Building Surveyor in June 1996, to Government Building Surveyor in August 2000 and to Deputy Director of Buildings in September 2006. He has been Director of Buildings since October 2008.

Mr Hui Siu-wai

     Aged 57, Mr Hui joined the Government as a Student Building Surveyor in November 1978. He was promoted to Chief Building Surveyor in February 1998 and to Government Building Surveyor in October 2009. He has been Deputy Director of Buildings since September 2011.
