The Transport Advisory Committee (TAC) discussed today (November 27) the Government's proposal to improve the issuing mechanism of the Certificate of Particulars of Motor Vehicle.
The TAC Chairman, Mr Larry Kwok, said that the TAC was pleased to note the Government's proposal to introduce legislative amendments in respect of the issuing mechanism of the Certificate to enhance protection of the personal data of registered vehicle owners and to ensure that such data contained in the Certificates released are properly used.
"Members supported in principle the proposal to better regulate the release of registered vehicle owners' personal particulars and agreed that the proposal should be able to enhance the protection of personal data privacy without compromising the legitimate use of the particulars by the public," Mr Kwok said.
"Members noted the Administration had considered carefully the comments and suggestions received during the public consultation period and had studied overseas experiences, and that the Administration aimed to consult the Legislative Council (LegCo) Panel on Transport on the proposal in early 2013 and introduce the relevant legislative amendments into the LegCo in the first half of 2013," he said.
TAC Members were also briefed on the driving code and relevant statistics on roundabouts in Hong Kong, and the trial of modified road markings at roundabouts (with spiral configuration).
Members noted the Administration's initiatives to promote safe driving at roundabouts in the past and that the driving conditions at roundabouts were in general satisfactory. Members also noted that the Transport Department would continue to work with the Road Safety Council and the Police to promote the safe use of roundabouts.
"Members welcomed the Administration's plan to expand the trial of modified roundabout road markings to six roundabouts in Tseung Kwan O to better guide drivers," Mr Kwok said.
