The following is issued on behalf of the Communications Authority:

     This press release summarises the Communications Authority (CA)'s decisions made in November 2012:

Surrender of non-domestic television programme service licence

     The CA approved the application of Real Global Broadcasting Hong Kong Limited (RGB) to surrender its non-domestic television programme service licence with effect from May 31, 2012. The CA noted that the surrender of licence was a commercial decision of the licensee.

     Following the surrender of RGB's licence, there are 16 non-domestic television programme service licensees in Hong Kong providing more than 200 satellite television channels targeting viewers in the Asia Pacific region.

Complaint cases

     The CA considered four complaint cases in respect of the broadcasters' non-compliance with the relevant codes of practice on programme and advertising standards:

(a) complaints against the television programme "The Legend of ATV: Awards Ceremony of the 55th Anniversary" broadcast on the Home Channel of Asia Television Limited (ATV) on July 8, 2012. The CA decided that ATV should be seriously warned to observe more closely the relevant provisions in the Generic Code of Practice on Television Programme Standards (TV Programme Code);

(b) a complaint against the television programme "SINOMAX Special: Healthy Sleeping, Wealthy Life" broadcast on the Jade and HD Jade Channels of Television Broadcasts Limited (TVB) on May 14 - 18, 2012. The CA decided that TVB should be warned to observe more closely the relevant provisions in the TV Programme Code;

(c) complaints against the television programme "Come Home Love" broadcast on the Jade and HD Jade Channels of TVB on July 2 and 3,2012. The CA decided that TVB should be warned to observe more closely the relevant provisions in the TV Programme Code and the Generic Code of Practice on Television Advertising Standards; and

(d) complaints against the television programme "BNP Paribas Presents: Money Smart﷿Warrants Lab" broadcast on the HD Jade Channel of TVB on February 1, 6 and 15, 2012 and March 19, 2012. The CA decided that TVB should be advised to observe more closely the relevant provisions in the TV Programme Code.
