In response to the suggestions of IPCC earlier, Police today (June 27) arranged a special briefing in respect of Police handling of public events for the Chairman and members of the Independent Police Complaints Council (IPCC). Arrangement will also be made for IPCC members to observe the policing on the ground during the event on July 1.
A Police spokesman said: "Police and IPCC have reached consensus on the detailed arrangement of the observation. These arrangements can equip IPCC with more knowledge of the handling of public events by Police. At the same time, IPCC can also be given the opportunity to look at the related matters from the public safety and public order perspective."
Police respect the rights of peaceful public procession, meeting and expression of views and have all along handled public meetings and processions in a fair and impartial manner in accordance with the law. The Force's policy is to strike a balance by facilitating all lawful and peaceful public events while taking responsibility to reduce the impact of such events on other members of the public to ensure public safety and order.
"The Force endeavours to support IPCC in fulfilling its functions under the Independent Police Complaints Council Ordinance. We will continue to work proactively with IPCC in order to increase its understanding of our objectives and practices in a range of areas," the spokesman said.
