Appointments made to Appeal Board on Public Meetings and Processions

     The Government announced today (November 11) the re-appointment of the Chairman, a Deputy Chairman and six Members of the Appeal Board on Public Meetings and Processions made by the Chief Executive under section 43 of the Public Order Ordinance (Cap. 245) for a term of two years as follows:

Chairman

Mr Christopher Chan Yiu-chong
Mr Anderson Chow Ka-ming
Mr Hui Yung-chung
Mr Edgar Kwan Chi-ping
Mrs Sandra Mak Wong Siu-chun
Dr Greg Wong Chak-yan

     The Chief Executive has also appointed the following six persons as new Members of the Appeal Board for a term of two years:

Ms Emily Cheung Mui-seung
Mr Ivan Chu Kwok-leung
Dr Lawrence Lam Chi-kit
Mr Jimmy Poon Wing-fai
Mr Raymond Wong Kwai-sang
Dr Helena Yuen Chan Suk-yee

     The above appointments and re-appointments were gazetted today. The term of office for Mr Edgar Kwan Chi-ping will take effect from November 19, 2011, while that for the other Members will take effect from December 22, 2011.

     The Secretary for Security, Mr Ambrose S K Lee, expressed his appreciation to the outgoing Members, namely Ms Linda Chan Ching-fan, Dr Andy Lam Siu-wing, Ms Juling Ngai, Mr David Pong Chun-yee, Mr Thong Keng-yee and Mr Yung Ching-tat, for their valuable contributions to the work of the Appeal Board.

     The Appeal Board comprises a Chairman, two Deputy Chairmen and 13 Members, all of whom are not public officers. The Appeal Board is responsible for considering appeals against a prohibition of a public meeting, an objection to a public procession, or the conditions imposed or amended on a public meeting or public procession by the Commissioner of Police under sections 9, 11, 14 or 15 of the Ordinance. The Appeal Board is empowered to confirm, reverse or vary the decision being appealed against.
