On Mr Ho's appointment, the Secretary for the Civil Service, Mrs Ingrid Yeung, said, "Mr Ho has been representing Hong Kong, China on the APEC Business Advisory Council since 2017 and has good exposure in representing Hong Kong at different conferences and fora, locally and internationally. He possesses rich experience in engaging different stakeholders including business and professional services sectors in promoting the Belt and Road Initiative. I am confident that Mr Ho will lead the Belt and Road Office to leverage Hong Kong's unique advantages and premier business environment under the "one country, two systems" principle, and will continue enhancing Hong Kong's role as a functional platform and key link in the Belt and Road Initiative to further strengthen Hong Kong as an international commerce centre, and to foster better integration into national development."

Mr Ho is a registered architect in Hong Kong who has held senior positions in hpa for the past 10 years and was appointed Chair of the firm from 2020. He has led a number of Belt and Road related projects involving smart cities development and green buildings construction. As the Convenor of Hong Kong Trade Development Council Belt and Road Committee Professional Services Working Group and the Co-convenor of the Belt and Road Working Group of the Hong Kong General Chamber of Commerce, Mr Ho has partnered with different stakeholder groups, including the Hong Kong Special Administrative Region Government, in promoting the Belt and Road Initiative through participation in seminars and mission trips, etc.
