The HYAB published the first edition of the Youth Development Blueprint in December 2022 which outlines the principles, objectives and actions of the Government in pursuing youth development. It was mentioned in the chapter of "Empowerment" that the Government supports the community to enable young people's whole-person development, instil positive thinking and foster team spirit through various services and activities including adventure activities. To work towards the direction of the Blueprint, the HYAB and the YDC jointly launched the FSYPTA and the FSYATA in December 2022. The FSYPTA subsidises eligible non-governmental organisations (NGOs) to organise projects that are conducive to nurturing positive thinking among young people, particularly those projects which would involve cross-sectoral collaboration or be youth-led and could drive community building, while the FSYATA subsidises NGOs to provide adventure training activities of quality and scale for young people in a structured manner, so as to improve young people's physical and mental well-being, foster their positive thinking and resilience as well as nurturing a sense of discipline and team spirit. These two schemes aim to cultivate positive thinking and value of young people, and enable them to become a new generation with a sense of ownership and responsibility, and an aspiration and willingness to contribute to the development of the country and of Hong Kong.
A total of some 140 applications for the two funding schemes were received during the application periods. The assessment panels under the Action Group on Youth Wellness of the YDC have completed the application assessment. About $27 million in total will be granted under the FSYPTA to seven NGOs to organise relevant projects. As for the FSYATA, about $24 million in total will be granted to four NGOs to provide adventure training activities for young people.
The lists of sponsored organisations and a brief introduction of approved projects of the two funding schemes are in the Annex. Subject to the implementation of individual projects, it is expected that the sponsored organisations will roll out relevant activities for two years successively since this summer.
