LegCo Subcommittee to Study Policy Issues Relating to Municipal Solid Waste Charging, Recovery and Recycling visits Organic Resources Recovery Centre Phase 1 and Phase 2 (with photos)

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) Subcommittee to Study Policy Issues Relating to Municipal Solid Waste Charging, Recovery and Recycling visited the two Organic Resources Recovery Centres of the Environmental Protection Department (EPD) today (May 2) to learn about the latest progress of local food waste recycling and waste-to-energy work.

     Members first visited the Organic Resources Recovery Centre Phase 1 (O·PARK1) at Siu Ho Wan of North Lantau. Members were briefed by EPD representatives on the facilities of food waste recycling and toured its operation to understand the food-waste-to-energy processes. Members learnt that O·PARK1, the first Organic Resources Recovery Centre in Hong Kong, handles a food waste treatment capacity of 200 tonnes per day and exports the surplus electricity generated to the power grid to satisfy the electricity consumption of some 3000 households per year.

     Members then went to the Organic Resources Recovery Centre Phase 2 (O·PARK2), which is under construction and expected to commence operation in 2024, in Sha Ling of North District. Members learnt that O·PARK2 will adopt anaerobic digestion technology to convert food waste into electricity and fertiliser with a treatment capacity of 300 tonnes of food waste per day. 

     Members participating in the visit were the Subcommittee Chairman Mr Kwok Wai-keung and a non-Subcommittee member Mr Chan Hok-fung.
