At the same time, Mr Lee appointed Mr Li Kwai-wah as Chief Superintendent of Police (National Security) in accordance with Article 48(7) of the Basic Law. The appointment took effect today.
Mr Lee said, “Mr Kan has been with the Hong Kong Police Force for 32 years and has demonstrated outstanding performance, professionalism and an exemplary commitment to serve. He has a high awareness of national security and is familiar with national security affairs. He is capable of leading the National Security Department of the Hong Kong Police Force to shoulder the important responsibility of safeguarding national security. Mr Li is a senior police officer serving in the National Security Department of the Hong Kong Police Force since the promulgation and implementation of the National Security Law. He has displayed loyalty and dedication as well as unwavering commitment to discharging his duties in safeguarding national security, resulting in outstanding accomplishments. Even though both Mr Kan and Mr Li face the United States’ bullying act of gross imposition of so-called ‘sanction’, they are fearless, firm and dedicated to their duties. I recognise their work and have confidence that they will take on more responsibilities in their new positions and make greater contributions to safeguarding national security.”
On the same day, Assistant Commissioner of Police (National Security)(2), Mr Kelvin Kong Hok-lai, was appointed Senior Assistant Commissioner of Police by the Commissioner of Police, succeeding Mr Kan as Director of National Security.
The Commissioner of Police, Mr Siu Chak-yee, said, “Mr Kong has been serving in the National Security Department of the Hong Kong Police Force since the promulgation and implementation of the National Security Law. Undaunted by the bullying act of the United States in the form of so-called ‘sanction’ grossly imposed on him, Mr Kong has remained steadfast in carrying out his duties in safeguarding national security and has delivered outstanding performance. I am confident that Mr Kong will make greater contribution in his new position.”
The National Security Law stipulates that the Hong Kong Police Force of the Hong Kong Special Administrative Region shall establish a department for safeguarding national security with law enforcement capacity. The head of the department for safeguarding national security of the Hong Kong Police Force shall be appointed by the Chief Executive. The Chief Executive shall seek in writing the opinion of the Office established under Article 48 of the National Security Law, i.e. the Office for Safeguarding National Security of the Central People's Government in the Hong Kong Special Administrative Region, before making the appointment.
