About 6.4 million eligible people to receive first-instalment consumption voucher on April 16

     The Government today (April 12) said that the first instalment of the consumption voucher under the 2023 Consumption Voucher Scheme (CVS) will be disbursed to about 6.4 million eligible persons on April 16.

     People who successfully registered under the CVS last year will receive the first-instalment voucher on April 16. Hong Kong permanent residents and new arrivals will receive a $3,000 voucher. As for eligible persons who have come to live in Hong Kong through different admission schemes for talents, professionals and entrepreneurs, and to study in Hong Kong, they will receive a $1,500 voucher.

     People using AlipayHK, BoC Pay, Octopus, PayMe from HSBC, Tap & Go and WeChat Pay HK will successively receive relevant SMS notifications or mobile app push notifications on that day.

     The Government reminds people using Octopus to receive vouchers that they should collect the first-instalment voucher with the same Octopus card used for collecting vouchers last year. If that Octopus card has been returned or lost, they should use the Octopus card that has been registered through an application for amendment of registration record to collect the voucher instead. In view of the stored value limit of Octopus cards, if people are not able to collect the full value of the voucher disbursed when tapping the card on the aforesaid disbursement date, the remaining value can be collected by tapping the card again after the stored value of the Octopus card has been lowered through spending with it.

     Members of the public may browse the apps and websites, or call the following hotlines of the relevant stored value facility (SVF) operators to enquire about the value of the vouchers disbursed, the unspent/uncollected voucher balance and deadlines, etc.:

     There are currently about 7 000 people whose SVF account has become invalid (including those who returned/lost an Octopus card used for receiving vouchers last year) but have yet to update their registration record. These people may submit their application for updating their registration record through the channels described below. Nevertheless, their voucher will be disbursed on a date later than April 16. The Government will arrange with the relevant SVF operators to disburse the first-instalment voucher to them as soon as possible, and they will be informed of the specific date separately. The channels for submission of applications for updating records are as follows:

(1) use the designated website for amendment of registered accounts in the CVS website (www.consumptionvoucher.gov.hk);

(2) download from the CVS website or call hotline 18 5000 to obtain the Application Form for Amendment of Registration Information by post, email or fax, and send the completed form to the Consumption Voucher Scheme Secretariat, GPO P.O. Box 185000, Hong Kong, by post. No postage stamp is required if it is posted in Hong Kong (postage will be paid by the Government); or

(3) eligible persons who have obtained the JoyYou card and returned their Octopus card used for receiving vouchers last year may call the Octopus hotline 2969 5588 to make the amendment.
