LegCo to debate proposed resolution on appointment of judge of Court of Final Appeal

The Legislative Council (LegCo) will hold a meeting on March 15 (Wednesday) at 11am in the Chamber of the LegCo Complex. During the meeting, Members will debate the proposed resolution moved by the Chief Secretary for Administration under Article 73(7) of the Basic Law and section 7A of the Hong Kong Court of Final Appeal Ordinance on the appointment of a judge from another common law jurisdiction of the Court of Final Appeal. The proposed resolution is set out in Appendix 1.
The Chief Secretary for Administration will also move three proposed resolutions under the Legal Aid Ordinance and the Criminal Procedure Ordinance to respectively adjust the financial eligibility limits or charges/fees under the Legal Aid Schemes. The proposed resolutions are set out in Appendices 2 to 4.
Meanwhile, the Secretary for Financial Services and the Treasury will move a proposed resolution under the Public Finance Ordinance to seek the Council's approval to give for a sum not exceeding $198,345,661,000 to be charged on the general revenue for expenditure on the services of the Government in respect of the financial year commencing on April 1, 2023. The proposed resolution is set out in Appendix 5.
The Secretary for Labour and Welfare will respectively move three proposed resolutions under the Employees' Compensation Ordinance, the Pneumoconiosis and Mesothelioma (Compensation) Ordinance and the Occupational Deafness (Compensation) Ordinance, to increase the amounts of compensation items under the relevant ordinances. The proposed resolutions are set out in Appendices 6 to 8.
On Government Bills, the Family Procedure Bill, the Inland Revenue (Amendment) (Child Allowance and Tax Concessions) Bill 2023, the Stamp Duty (Amendment) Bill 2023, the Product Eco-responsibility (Amendment) Bill 2023 and the Dutiable Commodities (Amendment) Bill 2023 will be introduced into the Council for the First Reading and the Second Reading. The Second Reading on the Bills will be adjourned.
On Members' motions, Mr Chan Pui-leung will move a motion on improving the mental health of children and young people. The motion is set out in Appendix 9. Mr Tang Fei will move an amendment to Mr Chan's motion.
Mr Rock Chen will move a motion on integrating associations of Chinese fellow townsmen into the district governance systems. The motion is set out in Appendix 10. Mr Yim Kong will move an amendment to Mr Chen's motion.
Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.
