Draft Fanling/Sheung Shui Outline Zoning Plan approved

"The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Fanling/Sheung Shui area," a spokesman for the Town Planning Board said today (December 16).
The planning scheme area, covering about 667 hectares, generally coincides with the existing area for the Fanling/Sheung Shui New Town, which is located in the river plains associated with Rivers Ng Tung (Indus), Shek Sheung (Sutlej), Sheung Yue (Beas) and Ma Wat. The main features delineating its boundary are Tin Ping Shan and Ma Sik Road to the north, Ma Wat River to the east, and the foothills of Wo Hop Shek Cemetery and a golf course to the south and west.
The approved OZP has incorporated the amendments shown on the draft Fanling/Sheung Shui OZP No. S/FSS/25, which mainly involve the following items:
(i) Rezoning four sites for public housing developments, including a site at Jockey Club Road from "Government, Institution or Community" ("G/IC") and "Residential (Group C)1" ("R(C)1") to "Residential (Group A)7", a site at Ching Hiu Road from "G/IC" and "Green Belt" ("GB") to "Residential (Group A)9", a site at Tai Tau Leng from "G/IC" and "GB" to "Residential (Group A)10" and a site at Choi Shun Street from "Industrial" ("I") to "Residential (Group A)11";
(ii) Rezoning two sites at Fanling Lau Road and Jockey Club Road respectively from "G/IC" and "R(C)1" to "Residential (Group A)8" for private housing developments;
(iii) Rezoning a site at Choi Fat Street from "I" to "G/IC" for a primary school;
(iv) Rezoning the industrial areas in Sheung Shui Area 4 and the southeastern portion of Sheung Shui Area 30 from "I" to "Other Specified Uses" annotated "Business" and "Commercial" respectively to take forward the recommendations of the latest area assessments of industrial land; and
(v) Rezoning two sites at Sheung Shui Area 35 and Area 30 to reflect the as-built road alignment and existing facilities respectively.
Opportunity is also taken to amend the Notes and Explanatory Statement of the OZP to reflect the above amendments and to update the general information of various land use zonings and the planning circumstances, where appropriate.
The approved Fanling/Sheung Shui OZP No. S/FSS/26 is available for public inspection during office hours at (i) the Secretariat of the Town Planning Board, (ii) the Planning Enquiry Counters, (iii) the Fanling, Sheung Shui and Yuen Long East District Planning Office, (iv) the North District Office, (v) the Fanling District Rural Committee and (vi) the Sheung Shui District Rural Committee.
Copies of the approved OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the OZP can be viewed at the Town Planning Board's website (www.info.gov.hk/tpb).
