LegCo to debate motion on fully seizing national development opportunities to give play to Hong Kong's unique advantages in Guangdong-Hong Kong-Macao Greater Bay Area

The Legislative Council (LegCo) will hold a meeting tomorrow (August 18) at 11am in the Chamber of the LegCo Complex. During the meeting, Members will debate a motion on fully seizing the national development opportunities to give play to Hong Kong's unique advantages in the Guangdong-Hong Kong-Macao Greater Bay Area. The motion, moved by Mr Chung Kwok-pan, is set out in Appendix 1. Mr Holden Chow will move an amendment to Mr Chung's motion.
Mr Vincent Cheng will move a motion on formulating sports policy and development blueprint over the coming decade. The motion is set out in Appendix 2. Mr Ma Fung-kwok will move an amendment to Mr Cheng's motion.
Ms Starry Lee will move a motion under Rule 49E(2) of the Rules of Procedure to take note of a report of the House Committee in relation to the subsidiary legislation and instruments. The motion is set out in Appendix 3.
On Government Bill, the National Flag and National Emblem (Amendment) Bill 2021 will be introduced into the Council for the First Reading and the Second Reading. The Second Reading debate on the Bill will be adjourned.
On Member's Bill, the Second Reading debate on the Organized and Serious Crimes (Amendment) Bill 2021 will resume. If the Bill is supported by Members and receive its Second Reading, it will stand committed to the committee of the whole Council. After the committee of the whole Council has completed consideration of the Bill and its report is adopted by the Council, the Bill will be set down for the Third Reading.
Meanwhile, Mr Wong Ting-kwong will move a proposed resolution under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending the Administrative Appeals Board Ordinance (Amendment of Schedule) Order 2021, the Small Unmanned Aircraft Order, the Air Transport (Licensing of Air Services) (Amendment) Regulation 2021, the Air Navigation (Hong Kong) Order 1995 (Amendment) Order 2021 and the Civil Aviation (Insurance) (Amendment) Order 2021, laid on the table of the Council on July 21, to the meeting of September 8.
During the meeting, the Chief Secretary for Administration will present The Government Minute in response to the Report of the Public Accounts Committee No. 75A of May 2021 and address the Council.
Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.
