Works materials supplier convicted for illegal discharge of bitumen emulsion into communal storm drainage system (with photo)

The Environmental Protection Department (EPD) received a complaint from a member of the public in September last year that black-brownish liquid was being rinsed by a person into a roadside stormwater drain near Hong Kong United Dockyards Limited at Sai Tso Wan Road in Tsing Yi. Upon investigation, EPD staff found that 160 drums of bitumen emulsion used for road paving were not properly placed by an employee of Vai Cheong Building Works Company Limited, resulting in spillage which totally covered the stormwater drain during handling. Moreover, the employee of the works company did not follow EPD staff's instructions to properly clean up the spills, causing some 72 litres of bitumen emulsion to be discharged into the sea through a communal storm drainage system and polluting the environment. After evidence gathering, the EPD initiated prosecution against Vai Cheong Building Works Company Limited according to the WPCO.
Under the WPCO, except those who have obtained a discharge licence from the EPD, it is an offence for anyone to discharge polluted water into the communal drainage system. First-time offenders are liable to a maximum fine of $200,000 and six months' imprisonment. A maximum fine of $400,000 and six months' imprisonment may be imposed on second or subsequent convictions.
An EPD spokesman reminded all works and logistics companies that works materials, especially liquids, should be properly stored and handled to avoid spillage which causes pollution to the environment.
