HKSAR Government and NDRC to discuss co-operation agreement on Belt and Road Initiative

Mrs Lam said, "The Belt and Road Initiative has injected new impetus to Hong Kong's future economic development. To further promote the Hong Kong Special Administrative Region (HKSAR)'s participation in the Belt and Road Initiative and give full play to our unique advantages under 'one country' and 'two systems' to contribute to the nation while tapping the opportunities arising from the Initiative so as to further drive Hong Kong's own development, the HKSAR Government will discuss with the NDRC the signing of an agreement which will guide and serve as the blueprint of co-operation for both sides.
"Hong Kong possesses unique advantages in terms of its strategic location, first-mover position and advanced professional services, as well as cultural and people-to-people interactions. Establishing an effective mechanism and platform will allow Hong Kong's enterprises and talents to fully take part in the Belt and Road Initiative and enjoy its substantive benefits. By strengthening the co-operation with the Mainland under the Initiative, and nurturing new growth areas for Hong Kong's economic development, our status as an international financial, trade and transportation centre will be further consolidated and enhanced, and our professional talents will have the opportunity to unleash their potential."
Building on Hong Kong's advantages, the agreement will identify the major areas of co-operation to fully leverage Hong Kong's competitive edges. It will also put forward specific collaboration initiatives, particularly in areas such as financing and fund-raising, project participation, economic and commerce, professional, public administration and infrastructure services, as well as people-to-people bonds.
Mrs Lam said, "Both sides agree to establish a joint working mechanism and meet every year with a view to strengthening communication and overseeing the implementation of the agreement. The Commerce and Economic Development Bureau is tasked to co-ordinate the work of the Belt and Road Initiative for the HKSAR Government.
"We hope the drafting of the co-operation agreement can be completed as soon as practicable, with a view to signing it at the earliest opportunity."
