Senior appointments (with photos)

The Government announced today (August 8) the following senior appointments:
(a) Miss Eliza Lee Man-ching, Director-General of Communications, will take up the post of Permanent Secretary for Commerce and Economic Development (Communications and Creative Industries) on August 18, 2017, succeeding Miss Susie Ho Shuk-yee, who will proceed on pre-retirement leave;
(b) Miss Agnes Wong Tin-yu, Deputy Secretary for Transport and Housing (Housing)/Deputy Director of Housing (Strategy), will assume the post of Director-General of Communications on August 15, 2017; and
(c) Mr Lam Kwok-leung, Deputy Commissioner of Correctional Services, will take over as Commissioner of Correctional Services on August 21, 2017, when Mr Yau Chi-chiu commences his pre-retirement leave.
Commenting on the appointment of Miss Lee and Miss Wong, the Secretary for the Civil Service, Mr Joshua Law, said, "The appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will serve the community with professionalism in their new posts and lead their offices in rising to the challenges ahead."
Commenting on Mr Lam's appointment, Mr Law said, "Mr Lam has accumulated abundant experience of 33 years in the Correctional Services Department and possesses profound and extensive knowledge about the operation of the department and human resource management. I am confident that he will be able to lead the department to meet the challenges ahead."
On the retirement of Miss Ho, Mr Law said, "Miss Ho has rendered 34 years of loyal and dedicated service to the community of Hong Kong. During her tenure as Permanent Secretary for Commerce and Economic Development (Communications and Creative Industries), Miss Ho has been devoted to enhancing Hong Kong's position as a regional communications hub. She has also implemented various measures to promote the development of creative industries in Hong Kong, through nurturing talents, helping the trade to explore markets, and facilitating start-ups and development of creative establishments. I wish her a fulfilling and happy retirement."
On the retirement of Mr Yau, Mr Law said, "As the Commissioner of Correctional Services, Mr Yau has made sustained efforts in providing a secure, safe, humane, decent and healthy environment for people in custody and working in collaboration with the community and other agencies to provide opportunities for rehabilitation of offenders. I wish him a fulfilling and happy retirement."

Miss Susie Ho Shuk-yee

Miss Ho joined the Administrative Service in August 1983 and rose to the rank of Administrative Officer Staff Grade A1 in April 2014. She has held key management positions in different bureaux and departments, including the former Urban Services Department, the former Transport Branch, the former Councils and Administration Branch, the Lands Department, the former Lands and Works Branch, the former Monetary Affairs Branch, the former City and New Territories Administration, the former Home Affairs Branch, the Judiciary, the former Financial Services Bureau and the former Health, Welfare and Food Bureau. She was Director of Administration and Development in the Department of Justice from November 2006 to April 2012 and Commissioner for Transport from July 2012 to October 2012, and was appointed Permanent Secretary for Commerce and Economic Development (Communications and Technology) (later retitled Permanent Secretary for Commerce and Economic Development (Communications and Creative Industries)) in October 2012.
Miss Eliza Lee Man-ching

Miss Lee joined the Administrative Service in August 1988 and rose to the rank of Administrative Officer Staff Grade A in April 2012. She has served in a diverse range of bureaux and departments, including the former Royal Hong Kong Police Force, the former Chief Secretary's Office, the Correctional Services Department, the former Recreation and Culture Branch, the former Transport Branch, the former Trade Department, the Chief Secretary for Administration's Office, and the former Health, Welfare and Food Bureau. She was Deputy Secretary for Labour and Welfare (Welfare) from July 2007 to May 2010, and was Director-General of Telecommunications from May 2010 to March 2012. She has served as Director-General of Communications since April 2012.
Miss Agnes Wong Tin-yu

Miss Wong joined the Administrative Service in November 1989 and rose to the rank of Administrative Officer Staff Grade B1 in April 2014. She has served in various policy bureaux and departments, including the former City and New Territories Administration, the former Chief Secretary's Office, the former Trade Department, the former Industry Department, the Innovation and Technology Commission, the Civil Service Bureau and the Home Affairs Department. She was Deputy Director of Administration from June 2008 to October 2012, and has served as Deputy Secretary for Transport and Housing (Housing)/Deputy Director of Housing (Strategy) since October 2012.
Mr Yau Chi-chiu

Mr Yau joined the then Prisons Department (later retitled Correctional Services Department) as an Officer in January 1980 and was promoted to Senior Superintendent of Correctional Services in July 2005, to Chief Superintendent of Correctional Services in April 2007, to Assistant Commissioner of Correctional Services in March 2008 and to Deputy Commissioner of Correctional Services in March 2011 before being appointed as the Commissioner of Correctional Services in December 2014.
Mr Lam Kwok-leung

Mr Lam joined the Correctional Services Department as an Officer in March 1984 and was promoted to Senior Superintendent of Correctional Services in January 2008, to Chief Superintendent of Correctional Services in October 2009 and to Assistant Commissioner of Correctional Services in September 2010 before being appointed as the Deputy Commissioner of Correctional Services in December 2014.
