SCS visits Rating and Valuation Department (with photos)

     The Secretary for the Civil Service, Mr Clement Cheung, visited the Rating and Valuation Department (RVD) today (September 29) to learn more about the work of the department and to take the opportunity to meet its staff.

     Accompanied by the Acting Permanent Secretary for the Civil Service, Mr Eddie Mak, Mr Cheung first met with the Commissioner of Rating and Valuation, Mr Tang Ping-kwong, and the directorate staff. He noted that, apart from assessing properties for rates and government rent and managing the related accounting and billing functions, the RVD is providing property valuation advice to government bureaux and departments, compiling property market statistics, and providing advisory and mediatory services on landlord and tenant matters.

     Mr Cheung then visited the Accounting and Billing Division, which is responsible for billing and management of rates and government rent accounts, as well as handling departmental accounting work. While being briefed by staff, he was pleased to learn that in order to provide more convenience for members of the public, payment of rates and government rent can be made by e-Cheque or e-Cashier's Order since June this year.

     Later, Mr Cheung visited the Rating Division to better understand the assessment of new buildings for rates and government rent. He was briefed by staff on how new software has assisted them in carrying out their work. As at April 1, 2016, the Valuation List and Government Rent Roll contain some 2.45 million and 1.9 million assessments respectively.

     Mr Cheung then proceeded to the Enquiries, Receipt and Despatch Section, where he talked to staff to learn more about how they handle public enquiries. The section also provides logistics support services including receiving and despatching documents for the department.

     Before concluding his visit, Mr Cheung met staff representatives of various grades at a tea gathering to exchange views on their issues of concern. He praised colleagues for their dedication and efforts, and encouraged them to continue to provide efficient, cost-effective and quality service.
