The Chief Executive's Office announced today (January 29) that the Appointment Committee has appointed an Under Secretary and a Political Assistant of the fourth term of the Hong Kong Special Administrative Region Government.
The Secretary for Innovation and Technology has recommended Dr David Chung Wai-keung and Ms Sandra Leung Shuk-bo to be his Under Secretary and Political Assistant respectively. The Appointment Committee has approved the recommendations. Dr Chung and Ms Leung will assume office on March 1 and February 11 respectively.
The 12 Under Secretaries of the current-term Government have all been appointed.
Following are the biographical notes on the new appointees:
Dr David Chung Wai-keung

Aged 50, Dr Chung holds a Bachelor of Science (Engineering) in Computer Science from Imperial College London, a Postgraduate Diploma in Business Management from the Chinese University of Hong Kong, a Master of Business Administration from the Open University of Hong Kong and a Doctorate in Engineering Management from City University of Hong Kong.
Dr Chung has over 28 years of experience in information technology (IT) strategic management and entrepreneurship development. Before joining the Government, Dr Chung worked as Chief Technology Officer at Hong Kong Cyberport Management Company Limited (Cyberport), responsible for taking forward Cyberport's core mission on IT infrastructure, industry collaboration and incubation platforms for IT entrepreneurs. He also assisted Cyberport in setting up the first Micro Fund Scheme in Hong Kong for young information and communications technology (ICT) entrepreneurs. This scheme has been extended to drive collaboration among Hong Kong-Shenzhen as well as Hong Kong-Guangdong young ICT entrepreneurs.
Dr Chung has been active in public service. Positions held include Council Member of the Hong Kong Computer Society and Member of the Hong Kong/Guangdong Expert Committee on Cloud Computing Services and Standards. He also served as Convenor of the IT Expert Advisory Group of the Consumer Council and as Member of the Information Services Steering Committee of the Hong Kong Polytechnic University as well as City University of Hong Kong's Departmental Advisory Committee for Electronic Engineering. He was a winner of the "China Top 5 CIO Award" in 2013.
Ms Sandra Leung Shuk-bo

Aged 43, Ms Leung holds a bachelor's degree in Business Administration from Ottawa University and a Master of Science in Business Administration majoring in e-Commerce from San Francisco State University.
After graduation, Ms Leung worked in the San Francisco Children and Families Commission in the City and County of San Francisco. After returning to Hong Kong in 2011, she specialised in developing IT solutions and digital marketing communication strategy for small and medium-sized enterprises, non-governmental organisations and large corporations. Before joining the Government, she was engaged by the Our Hong Kong Foundation to provide services related to IT infrastructure development, social media platforms and digital content creation and maintenance.
