Following is the transcript of remarks by the Secretary for Security, Mr Lai Tung-kwok, at a media session after attending the Legislative Council meeting today (June 10):
Reporter: (on police arrangements for LegCo's voting on the constitutional reform proposals next week)
Secretary for Security: There are a few arrangements we have done. Firstly, the Police have made all kinds of scenario planning and training has been given to officers who will be on duty. So, the Police are well prepared to handle any situation involving breach of law. Secondly, I have repeatedly, not only answered a written Legco question last week but also just now, I have urged all those who intend to protest or express their views during the discussion of the political reform to act peacefully and in accordance with the law. We all treasure the system we have in Hong Kong. Abiding by the law is one of the most important elements. Any expression of view, any protest must be conducted in accordance with the boundary of law. So, here, I would like to urge once again all those who wish to express their views, be they support the resolution or be they do not support the resolution, they are under the law. They can express their views, but there is one condition, one bottom line, that is, they must not breach the law.
