Hong Kong Customs has detected a case in which electric water heaters were used to conceal illicit cigarettes and has seized about 1.3 million sticks of illicit cigarettes from a unit in an industrial building in Kwun Tong. Each electric water heater could hold about 50-70 boxes of illicit cigarettes.   Close
