The Transport Advisory Committee (TAC) was today (December 18) briefed on a new programme under the universal accessibility policy, which was announced in August this year.
Members noted that on top of the ongoing barrier-free access retrofitting programme for existing public walkways, the Administration will expand the scope of the programme and create a dedicated block vote for its implementation.
Under the new programme, the Administration will treat lifts and ramps equally when considering what type of facilities to be installed at walkways. The Administration will also consider installing lifts at walkways where there is already a standard ramp installed. The above represents a significant change from the current practice.
"Members welcome the Administration's new programme to retrofit more lifts at existing public walkways with an aim of creating a universally accessible environment," the TAC Chairman, Mr Larry Kwok, said.
TAC Members were also briefed on the Administration's proposal to amend the legal requirements on the use of child restraint devices (CRDs), i.e. child safety seats, carrycots, etc, in private cars.
Members noted that the current legislation requires that a child aged less than 3 years old must be restrained by an approved CRD when travelling in the front seat of a private car.
Making reference to overseas studies and practices, the Administration proposes that all private car passengers under 4 years old and weighing less than 18 kilograms must use CRDs in both front and rear seats. The Administration will also strengthen education and publicity on proper use of CRDs.
"Members welcome the Administration's proposal, which will enhance the protection of child passengers in private cars," Mr Kwok said.
