This press release summarises the outcome of the Broadcasting Authority's deliberations in January 2011:
In January, the Broadcasting Authority (BA) approved an application by MVI Systems Limited for an "other licensable television programme service licence" for the provision of a hotel television programme service in Hong Kong. The period of validity of the licence is 12 years, from January 12, 2011 to January 11, 2023 (both dates inclusive). With the newly approved licence, there are now altogether 26 "other licensable television programme service" licensees providing services to more than 80 hotels in Hong Kong.
The BA also considered two cases in respect of licensees' compliance with the codes of practices on programme and advertising standards -
(a) a public complaint against the television programme "Entertainment News" broadcast on J2 Channel of Television Broadcasts Limited (TVB) on September 30, 2010. The BA decided that TVB should be warned to observe more closely the relevant provision in the Generic Code of Practice on Television Programme Standards;
(b) a case of non-compliance with restriction on the scheduling of advertisement for alcoholic beverage by Asia Television Limited (ATV) during the family viewing hours i.e. from 4pm to 8.30pm on World Channel on November 1, 2010. ATV was advised to observe more closely the relevant provision in the Generic Code of Practice on Television Advertising Standards.

The BA noted that in December 2010, the Commissioner for Television and Entertainment Licensing (CTEL) dealt with 161 cases (236 complaints) under its delegated authority, of which 10 cases (11 complaints) were classified as minor breaches and 101 cases (125 complaints) were unsubstantiated. The remaining 50 cases (100 complaints) were held to be outside the ambit of the Broadcasting Authority Ordinance. The monthly complaints figures dealt with by CTEL from December 2009 to December 2010 are shown in Figure 1.
