Appointment of Non-official Members to the ICAC-related Committees

     The Government today (December 31) announced that the Chief Executive had made certain appointments to the Independent Commission Against Corruption (ICAC) Advisory Committee on Corruption (ACOC), the ICAC Citizens Advisory Committee on Community Relations (CACCR), the ICAC Corruption Prevention Advisory Committee (CPAC), the ICAC Operations Review Committee (ORC) and the ICAC Complaints Committee (ICC), all for a term of two years, starting from January 1, 2011.  Details of the appointments are as follows:

ACOC
----

     The Chief Executive has re-appointed Mrs Laura M Cha as Chairman of ACOC.  Mr Michael Sze Cho-cheung has also been re-appointed, in his capacity as Chairman of ORC, to ACOC as a member.  Mr Chan Kam-lam, Mr Jeffrey Lam Kin-fung, Ms Shelley Lee Lai-kuen and Mr Rimsky Yuen Kwok-keung have been re-appointed as members of ACOC.  

     ACOC advises the Commissioner, ICAC, on any aspect of the problem of corruption in Hong Kong and keeps the operational, staffing and administrative policies of ICAC under review.  ACOC also draws to the Chief Executive's attention any special aspect of the work of ICAC or any problem encountered by it.

CACCR
-----

     The Chief Executive has re-appointed Mr Chow Yick-hay, Mr Simon Ip Shing-hing, Dr Li Pang-kwong, Mrs Yvonne Law Shing Mo-han, Dr David Wong Yau-kar and Mr Christopher Yu Wing-fai as members of CACCR.  Mrs Agnes Koon Woo Kam-oi, Professor John Lee Chi-kin, Ms Veronica Ma Kit-ching and Dr Royce Yuen Man-chun have been appointed as new members of CACCR.

     CACCR advises the Commissioner on appropriate measures to foster public support in combating corruption and to educate the public against the evils of corruption.  It also monitors community response to the ICAC's work and public attitudes towards corruption in general.

CPAC
----

     The Chief Executive has re-appointed Mr Albert Au Siu-cheung, Mr Cheung Tat-tong, Mr Chew Fook-aun, Dr Allen Fung Yuk-lun and Ms Betty Ho Siu-fong as members of CPAC.  Mr Adrian Wong Koon-man, Dr Kelvin Wong Tin-yau and Ms Irene Yau Oi-yuen have been appointed as new members of CPAC.

     CPAC receives and calls for reports from the ICAC about practices and procedures of government departments, public bodies and the private sector which may be conducive to corruption and advises the Commissioner on what areas should be examined and the degree of priority to be accorded to each.

ORC
---

     The Chief Executive has re-appointed Mr Michael Sze Cho-cheung as Chairman of ORC.  Mr Andrew Brandler, Mr Roger Luk Koon-hoo, Mr Sin Chung-kai, Mr Nicholas Peter Snaith and Ms Winnie Tam Wan-chi have also been re-appointed as members of ORC.  Dr Joseph Lee Kok-long, Ir Dr Li Kai-shun and Mr Anthony Tan Engnam have been appointed as new members of ORC.

     ORC monitors the work of the ICAC Operations Department.  It reviews corruption complaints received and investigations conducted by the ICAC to ensure that they are handled effectively and efficiently. It also examines circumstances where search warrants are authorised by the Commissioner, where persons have been put on bail for more than six months, and where investigations have lasted for over a year or require substantial resources.

ICC
---

     The Chief Executive has appointed Mr Chan Chi-hung as a new member of ICC.
 
     ICC monitors the handling of complaints against the ICAC, reviews ICAC procedures and practices which may lead to complaints and makes recommendations when necessary.

     The Government also expresses gratitude to all the outgoing members of the five committees, who will retire on December 31, 2010, for their valuable contributions to the work of the respective committees.

     The non-official membership lists of the five committees are at the Annex.
