| Photo shows the Secretary for Constitutional and Mainland Affairs, Mr Stephen Lam, speaking at the kick-off ceremony of the Basic Law Carnival this afternoon (December 19). Mr Lam took the opportunity to explain that under the Basic Law, Hong Kong had signed CEPA with the Mainland to the benefit of the HKSAR's economic development. The mini-constitution also provided for Hong Kong's further democratisation. Mr Lam encouraged the public to understand better the provisions of the Basic Law and their rights and obligations, so as to contribute to the nation and the community. |
