The Secretary for Home Affairs, Mr Tsang Tak-sing, today (December 8) awarded a Certificate of Commendation to late Hong Kong volunteer Mr Andy Tsang Man-kit for his acts of profound benevolence and distinguished services to the needy and unfortunate.
