Appointments made to Appeal Board on Public Meetings and Processions

     The Government announced today (November 19) the appointment of Mr Anthony Chow Wing-kin as a deputy chairman vice Mr Vincent To Wai-keung, and Ms Betty Chan Ka-wai as a member, of the Appeal Board on Public Meetings and Processions.

     The appointments, made by the Chief Executive under section 43 (3) of the Public Order Ordinance, were gazetted today. The appointments are for a term of two years from December 22, 2010 to December 21, 2012.

     The Appeal Board is responsible for considering appeals against a prohibition in respect of a public meeting under section 9 of the Ordinance, an objection in respect of a public procession under section 14, or the conditions imposed or amended by the Commissioner of Police under sections 11 or section 15. The Appeal Board is empowered to confirm, reverse or vary the decision being appealed against.

     The Appeal Board comprises a chairman, two deputy chairmen and 13 members, all of whom are non-officials. Mr Peter Van-tu Nguyen, SC is Chairman of the Appeal Board.
