The Permanent Secretary for Home Affairs, Mr Raymond Young, delivers a speech at the Closing Ceremony cum Gala Dinner of the World Congress held at Hong Kong City Hall. Mr Young is delighted to see the World Congress coming to a successful conclusion and believes that participants have engaged in valuable sharing and network building during the four-day event.
