Special traffic arrangements for Lunar New Year Night Parade

     Police will implement crowd management and special traffic arrangements in Tsim Sha Tsui on January 26 (Monday) to facilitate a night parade to celebrate the Lunar New Year.

     The parade will be held in Tsim Sha Tsui between 8pm and 10.30pm on the first day of the Lunar New Year.

     To facilitate the public to watch the parade, arrangements including road closures, traffic diversions and suspension of parking spaces will be implemented from 4pm to midnight.

(A) Phase One-Closure of Hung Hom By-pass
-----------------------------------------

     Hung Hom By-pass will be closed at 4pm. The following traffic arrangements will be implemented:

1. Mody Lane and the lead-way outside Hotel Nikko between eastbound Salisbury Road and westbound Salisbury Road will be closed to traffic;
2. Traffic on eastbound Salisbury Road cannot turn left into northbound Mody Lane;
3. Traffic on Mody Road cannot turn into southbound Mody Lane;
4. Traffic on eastbound Salisbury Road outside Hotel Nikko cannot turn right to the lead-way into westbound Salisbury Road;
5. Traffic from southbound Hung Hom Road will be directed off the Hung Hom By-pass to the roundabout of Cheong Tung Road South;
6. Traffic along southbound Princess Margaret Road Link cannot enter southbound Hung Hom By-pass;
7. Traffic on eastbound Metropolis Drive will be allowed to turn left into northbound Hung Hom By-pass but not be allowed to turn right into the southbound Hung Hom By-pass;
8. Southbound Salisbury Elevated Road near International Mail Centre and Hong Wan Path will be closed; and
9. Eastbound Hung Hom By-pass outside Empire Centre will be closed.

(B) Phase Two (Bus Diversion)
----------------------------

The following traffic arrangements will be implemented from 4.15pm:

1. All franchised buses on southbound Nathan Road will be diverted into westbound Public Square Street and Jordan Road. The Star Ferry Bus Terminus will be suspended upon arrival of the last bus followed by the evacuation of all buses thereat;

2. Buses along westbound Jordan Road cannot left turn into Canton Road but can go straight to Wui Cheung Road Bus Terminus via Lin Cheung Road. Buses along southbound Ferry Street can go ahead into southbound Canton Road and turn right into Wui Cheung Road Bus Terminus;

3.Wing On Plaza Public Transport Interchange and bus terminus on Middle Road will be closed. Buses along southbound Chatham Road South will be diverted into eastbound Granville Road where a temporary bus terminus will be set up;

4. Granville Road at the east of Chatham Road South will be re-routed one way eastbound and restricted for the use of franchised buses only;

5. Traffic on Science Museum Road cannot turn into Granville Road;

6. Granville Square will be closed; and

7. Access by franchised buses to the Star Ferry Bus Terminus via southbound Canton Road will be prohibited. All buses will be directed to make a U-turn at Canton Road junction with Kowloon Park Drive. Buses will drop off passengers outside Lai Chak Middle School on Canton Road and no vehicles will be permitted to stop outside China Hong Kong City.

(C) Phase Three (Pedestrianisation)
-----------------------------------

     Pedestrianisation will commence at about 5pm upon the completion of Phase Two arrangements. Depending on the crowd situation, Police may pedestrianise earlier upon confirmation that all buses have filtered off their original routes. The traffic measures are as follows:

1. Southbound Kowloon Park Drive between Canton Road and Salisbury Road will be closed. Traffic along southbound Canton Road will not be allowed to enter southbound Kowloon Park Drive and northbound Kowloon Park Drive between Salisbury Road and Peking Road will be closed;

2. Canton Road between Peking Road and Salisbury Road will be closed. Traffic along southbound Canton Road will be allowed access to China Hong Kong City Terminus or go ahead along southbound Canton Road until Peking Road. Vehicles will be directed to turn left to eastbound direction at the junctions with Haiphong Road or Peking Road;

3. Northbound Kowloon Park Drive cannot turn left into southbound Canton Road;

4. Traffic along eastbound Haiphong Road will not be allowed to turn right into Lock Road as Lock Road, Hankow Road, Ichang Street and a section of Peking Road between northbound Kowloon Park Drive and northbound Nathan Road will be closed;

5. Both bounds Salisbury Road between Star Ferry Concourse and Chatham Road South and eastbound Salisbury Road between Chatham Road South and Science Museum Road will be closed.
 
6. Northbound Nathan Road between Salisbury Road and Haiphong Road and southbound Nathan Road between Salisbury Road and Mody Road will be closed;

7. Both southbound and northbound Chatham Road South between Salisbury Road and Mody Road will be closed. Traffic on southbound Chatham Road South will be diverted to turn left into eastbound Mody Road;

8. Mody Road between Chatham Road South and Science Museum Road will be re-routed one way eastbound only. Traffic along Science Museum Road cannot turn into Mody Road;

9. A temporary vehicle pick-up / drop-off point will be set up at westbound Mody Road near the entrance of Wing On Plaza Public Transport Interchange; and

10. Salisbury Road/Middle Road access to MTR East Tsim Sha Tsui Station Public Transport Interchange will be closed.

(D) Phase Four (Further pedestrianisation)
-----------------------------------

     Further pedestrianisation to facilitate crowd dispersal will commence at any time. The following road closure and traffic diversion will be implemented:

1. A section of Canton Road between Kowloon Park Drive and Peking Road will be closed. Traffic along southbound Canton Road will be allowed to access to the China Hong Kong City Terminus or directed to make an U-turn to northbound Canton Road at its junction with Kowloon Park Drive;

2. Northbound Kowloon Park Drive between Peking Road and Canton Road will be closed;

3. Northbound Nathan Road between Haiphong Road and Austin Road and southbound Nathan Road between Mody Road and Kimberly Road will be closed. Traffic along southbound Nathan Road will be directed to turn left into Kimberly Road;

4. Traffic on Observatory Road will be prohibited from turning into Kimberly Street as with Shun Yee Street, Granville Road, Granville Circuit and Carnarvon Road between Nathan Road and Kimberley Road will be closed;

5. Northbound Chatham Road South between Mody Road and Observatory Road will be closed and southbound Chatham Road South between Cheong Wan Road and Granville Road will be restricted to franchised buses only. Other traffic along southbound Chatham Road South will be diverted into westbound Austin Road or eastbound Cheong Wan Road;

6. Cameron Road will be closed. Southbound Chatham Road South cannot turn right into Cameron Road;

7. Carnarvon Road, Hau Fook Street, Cameron Lane, Humphreys Avenue, Prat Avenue, Hart Avenue, Hanoi Road, Cornwall Avenue and Bristol Avenue will be closed;

8. Traffic along both eastbound and westbound Austin Road will be prohibited from entering Austin Avenue;

9. Minden Row, Minden Avenue and Blenheim Avenue will be closed;

10. A section of Granville Road between Nathan Road and Chatham Road South will be closed, and;

11. Mody Road and Mody Square will be closed.

(E) Emergency vehicles access routes
------------------------------------

     The following roads will be retained as emergency access routes for emergency vehicles during the period of road closure:

1. Southbound Kowloon Park Drive;
2. Southbound Chatham Road South; and
3. Westbound Hung Hom By-pass and Salisbury Road.

(F) Hotel Access
----------------

     The vehicular access to and from hotels in the affected areas will not be allowed during the period of road closure.

     Vehicles bearing hotel logos will be allowed to drop off passengers at (1) lay-by on westbound Mody Road next to Shangri-la Hotel and (2) southbound Canton Road before Peking Road, before the implementation of Phase Four arrangements.

(G) Car park access
-------------------

     Car parks affected by the road closure will be closed at 4.15pm and will remain closed as long as the road closure is effective.

(H) On-street parking
----------------------

     With effect from 2pm to midnight, all on-street parking in the southern areas of Tsim Sha Tsui (i.e. south of Austin Road and Cheong Wan Road) will be suspended. All illegally parked vehicles will be towed away.

(I) Public Transport
--------------------

     All franchised buses terminus, bus stops, green mini-bus stops within the road closure area will be suspended.  They will be re-located to Wui Cheung Road Bus Terminus and Granville Road Tsim Sha Tsui East Temporary Bus Terminus.  

     To facilitate dispersal of crowd, the following measures may be implemented during the dispersal phase:

1. Southbound traffic at the junction of Canton Road and Kowloon Park Drive will be stopped before the U-turn to northbound. The slow lane between China Hong Kong City and Austin Road will be closed to facilitate the dispersal;

2. Traffic along southbound Canton Road will be diverted to eastbound Jordon Road, westbound Wui Cheung Road and Austin Road. Traffic inside China Hong Kong City Terminus and along a section of Canton Road between Austin Road and Kowloon Park Drive will be diverted to leave the area for crowd dispersal.

3. Traffic along southbound Lin Cheung Road will be diverted into Jordon Road and traffic along westbound Austin Road will be diverted into Cox¡¯s Road.

4. The MTR Hung Hom Station Podium will be closed off to cater for crowds on Hung Hom By-pass heading for the Station.

     Drivers are urged to take heed of traffic signs and the direction of Police at the scene.
