Digital 21 Strategy Advisory Committee Meeting
**********************************************

The Secretary for Commerce, Industry and Technology, Mr Joseph WP Wong, chaired the 1st meeting of the second term of the Digital 21 Strategy Advisory Committee today (November 30).

Welcoming members to the 1st meeting of the new term of the committee, Mr Wong said that the committee was trusted with the task of advising the Government on the strategies, programmes and measures for the attainment and furtherance of the objectives set out in the Digital 21 Strategy. The new committee, which comprises a good mix of talent from the industry, business community, academia and the social welfare sector, is best placed to perform this important role.

"The latest update of the Digital 21 Strategy is currently under public consultation. Suggestions and views from the committee will be extremely valuable to assist the Government in finalising this very important document, which will be published within the first half of 2007," Mr Wong said.

During the meeting, the committee was briefed on the proposed spectrum policy framework, which was launched for public consultation on October 25 for a period of three months. The aim of the review on the radio spectrum policy is to formulate a responsive and transparent spectrum policy that enables the community to reap maximum benefits from the deployment of radio spectrum.

Members also exchanged views on a number of common issues relating to the outsourcing of Government IT projects, including contractual terms, evaluation of tenders and project governance.

Updates were provided to members on feedback received so far during the public consultation on the 2007 Digital 21 Strategy and initial public feedback on "GovHK", the new one-stop shop for online government information and services.
